STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br /> <br />Date: April 11, 2023 <br />Application Number: 2023-0403 <br />Property Location: 206 East Bartlett Street <br />Architectural Style/Date/Architect or Builder: Massed Ranch / 1953 <br />Property Owner: DISTINCTIVE PROPERTIES GROUP LLC <br />Landmark or District Designation: River Bend Local Historic District, <br />Ordinance # 8308-92 <br />Rating: Non-Contributing <br /> <br /> <br />DESCRIPTION OF STRUCTURE/ SITE: This rectangular single-story commercial / office structure was <br />originally built as a doctor’s office on a concrete (slab) foundation. Walls are 2/3 ‘formstone’ and 1/3 vertical <br />wood siding. Low pitched hipped roof with overhanging eaves, asphalt shingles, with an interior concrete <br />chimney. Single pane band of windows at “clerestory” height in wood sided area of wall, single side entry <br />door on west side. Concrete block retaining wall, access along west side to entry. Paved parking area in rear. <br /> <br />ALTERATIONS: COA 1998-1203 called for the construction of a fence at the side of the property. COA 1999- <br />0702 allowed for the replacement of the asphalt shingle roof and the installation of gutters and downspouts. COA <br />2023-0203 allowed for the replacement of windows. <br /> <br />APPLICATION ITEMS: “Hey Adam, so per our conversation the windows , the new window size on the four <br />windows that are going along the side of the house. The windows will go 12 inches below the top of the limestone <br />cell that is currently in place. Once I make the salt cuts in the stone and install the windows. I will be wrapping the <br />expose stone in the cedar, and then installing window stops and ceiling with caulk. . I will then be installing 2 inch <br />concrete precast sills to match as best as possible the 4 inch limestone sills that are now there. I went with a less <br />intrusive 2 inch still because I did not want to have to cut deeper into the lime stone that is already on the house.. I <br />will be making everything look uniform..” <br /> <br />DESCRIPTION OF PROPOSED PROJECT: The applicant has requested approval to: <br /> <br />1. Enlarge multiple window openings on the east side of the structure, create one new window opening on <br />the east side of the structure. <br /> <br />The project includes cutting through the existing limestone sills to create larger openings. The existing sills will be <br />discarded and new 2” concrete sills will be installed in place. The sides of the window opening will be trimmed out <br />in cedar. <br /> <br />The applicant has indicated that multiple bedrooms will be on the east side of the structure. Staff received two e- <br />mails regarding the proposed project: one indicated the dimensions of the new window openings (“72 ¼ x 37 for <br />windows”), the second included the paragraph listed above in the ‘Application Items’ section. In some cases where synthetic siding <br />has been applied, window trim has been covered. Many structures in district have aluminum storm windows. Some houses retain wood <br />framed storm windows. <br />Required <br />Original windows and doors including sash, lintels, sills, shutters, decorative glass, pediments, hoods and hardware shall be retained <br />or when deteriorated beyond repair, replaced with unites and trim replacing the original.
