daesitt * ort; <br /> Qtommunitt anb (etonomu ikloclopincnt Qommitft <br /> The April 10,2000 meeting of the Community and Economic Development Committee <br /> was called to order by its Chairperson, Council Member Roland Kelly at 4:30 p.m. In the Council <br /> Informal Meeting Room. <br /> Persons in attendance included Council Members: Aranowski, Pfeifer,Kelly,King, <br /> Varner,Ujdak, Coleman,Kirsits and White;Mike Wojtysiak, Andrew Spalding,James Campbell, <br /> Cassandra Moran, William Batteast,Marvin Murdock,Terry Bland of the *OUt ttb <br /> 'CrtbunM,and Kathleen Cekanski-Farrand, Council Attorney. <br /> Council Member Kelly noted that the first item on the agenda was to review Bill No. 00-33 <br /> which is a five(5)year residential real property tax abatement request for Habitat for Humanity of <br /> St. Joseph County,Indiana for the property located at 237 Sadie Street. <br /> Cassandra Moran of Community&Economic Development reviewed her report dated <br /> March 22,2000(copy attached). She noted that the project involves the construction of a single <br /> family home of approximately 1,100 square feet which would have an estimated value of$ <br /> 60,00.00. Habitat will sell the house to a qualified low income family for approximately$ <br /> 40,000.00 using a no interest loan and mortgage. The project meets the qualifications for a five(5) <br /> year residential tax abatement under§ 2-77.1 of the Iffien4 Municipal tObt. <br /> The Executive Director of Habitat was present and available for questions. Following <br /> discussion, Council Member Ujdak made a motion, seconded by Dr. Varner that Bill No. 00-33 be <br /> recommended favorably. The motion passed. <br /> The Committee then reviewed Bill No. 00-34 which is a five (5) year personal property tax <br /> abatement request for C&C Salvage for the property located at 3231 Gertrude Street. <br /> Cassandra Moran of Community&Economic Development reviewed her reported dated <br /> April 4,2000(copy attached). She noted that the petitioner is in the recycling and manufacturing <br /> business involving scrap metals and solid wastes into recycled metals and useful products. The <br /> petitioner seeks to acquire new manufacturing equipment which would divert scrap metal from land <br /> fills. The approximate cost of this equipment is estimated to be$375,00.00. Five(5)new jobs <br /> would be created. The petitioner meets the criteria of§ 2-84.2 of the goOtttfJ WO Municipal <br /> Obe. <br /> Mr. Michael Wojtysiak,the accountant for the petitioner,introduced Mr. James Campbell, <br /> President of the company to the Committee. It was noted that the petitioner intends to clean up the <br /> subject property as much as possible since it does have environmental concerns. Mr. Campbell <br /> noted that as many as ten(10) employees may be hired the first year with that number to double by <br /> the second year.A brochure showing the equipment was shown to the committee. Following <br /> discussion,Council Member Ujdak made a motion, seconded by Council Member Varner that Bill <br /> No. 00-34 be recommended favorably to Council. The motion passed. <br /> The Committee then reviewed Bill No. 00-35 which is a five(5) year personal property tax <br /> abatement request for Parrish Machine,Inc. And Associates Leasing,Inc. For the property located <br /> at 3702 West Progress Drive. • <br />
