amity&Economic Development Committee <br /> South Bend Common Council <br /> The March 27,2000 meeting of the Community&Economic Development Committee was <br /> called to order at 5:15 pm in the Council Informal Meeting Room. <br /> Persons in attendance included Council Members: Aranowski, Varner,White,Kelly,Ujdak, <br /> Kirsits,Coleman,Pfeifer, and King; Citizen Member Jean Troutman-Poole, Cassandra Moran, <br /> Frank A. Perri,Richard W. Synder,John B. Feeney,and Kathleen Cekanski-Farrand, Council <br /> Attorney. <br /> Council Member Kelly noted that the first item on the agenda was to review Bill No. 00-44 <br /> which is a ten(10)year real property tax abatement request for Blackthorn Nimtz Partners L.P. <br /> for the property located at 4404 Nimtz Parkway. <br /> Cassandra Moran of Community&Economic Development reviewed the May 2,2000 report <br /> which noted that the petitioner intends to bu ild a 41,600 square f oot addition. I t would permit <br /> Haldex Ga h an Wire who is the lessee to add production of its spring wire in rp ytt d p sp g wi e used the <br /> automobile industry. The project is to cost$ 1.5 million. Ten(10)new jobs would be created <br /> and 38 existing permanent jobs would be retained. The petition meets the qualifications for a <br /> ten(10)year real property tax abatement under section 2-82 of the South Bend Municipal Code. <br /> Frank A. Perri, Senior Vice-President for Development of Holladay Group made the <br /> presentation. He noted that this will be a substantial expansion and will help the company meet <br /> the demand for its product for the North American market. <br /> Following discussion, Council Member Ujdak made a motion, seconded by Council Member <br /> Varner that Bill No. 00-44 be recommended favorably to Council. The motion passed. <br /> The Committee then reviewed Bill No. 00-45 which is a three(3)year real property tax <br /> abatement request for Thomas E. Low(Playing Mantis, Inc.)for the property located at 3445 <br /> William Richardson Drive. <br /> Cassandra Moran of Community&Economic Development reviewed the May 2, 2000 report <br /> which noted that the petitioner proposed to build a 40,000 square foot warehouse/office building <br /> on 4.86 acres. The cost for the building will be $2,000,000 and will be used as a warehouse and <br /> office building for Playing Mantis,Inc. Ten(10)new jobs will be created and 49 jobs will be <br /> maintained. The petitioner meets the qualifications for a three(3)year real property tax <br /> abatement requirements for section 2-83 of the South Bend Municipal Code. <br /> Richard A. Synder, attorney for the petitioner, made the presentation. He noted that he was <br /> before the Council in 1996 and stated that there would be 23 employees. Today there are 51. <br /> The petitioner is a die cast toy company which is maintaining its growth cycle.
