�---tea <br /> Qommttt¢ *oat: <br /> Zoning an ftttnexation lommitt e <br /> The October 23, 2000 meeting of the Zoning and Annexation Committee was called to <br /> order by its Chairperson, Council Member Karen White at 4:55 pm in the Council Informal <br /> Meeting room. <br /> Persons in attendance included Council Members Aranowski, Varner, Kelly, Pfeifer, <br /> King, Ujdak, Coleman, White and Kirsits; Citizen Member Isabelle Gonzalez, John Byorni, <br /> Michael Hardy,John Oxian, and Kathleen Cekanski-Farrand,Council Attorney. <br /> Council Member White noted the members of the Committee. She then noted that the first <br /> item on the agenda was Bill No. 87-00 which is a request to annex certain land in Centre Township <br /> commonly known as the Royal Oak Estates Annexation. A letter dated October 20, 2000 was sent <br /> to the City Clerk by Dean A. Dolph, President of D &H who represents the Petitioner for Bill No. <br /> 87-00,requesting that the Bill be continued until the Council meeting of November 13th. <br /> The Committee then reviewed Bill No. 67-00 which is a zoning request for the property <br /> located at 530 North Lafayette Boulevard. Mr. John Byorni, Assistant Executive Director of Area <br /> Plan noted that this property was rezoned last year to permit the construction of a five-story <br /> building. Since the Petitioner now desires to construct a seven-story building, the rezoning was <br /> necessitated. Mr. Byorni stated that both the staff and the Area Plan Commission send the request <br /> to the Council with favorable recommendations. <br /> Mr. Michael Hardy of the Barnes & Thornburg law firm made the presentation for the <br /> petitioner, the South Bend Medical Foundation. He showed an architectural rendering of the <br /> proposed construction by Ziolkowski Construction,Inc. He noted that the Petitioner did meet with <br /> the neighbors which resulted in a Chicago-based acoustical engineering firm being hired to <br /> minimize sound which may be emitted into the surrounding neighborhood. The generators would <br /> be working below the local noise control limits both in the day and night. The zone change would <br /> allow the expansion of the existing building for additional laboratories and offices. <br /> Following discussion, Council Member Ujdak made a motion, seconded by Council <br /> Member Coleman, that Bill No. 67-00 be recommended favorably to Council. The motion passed. <br /> The Committee then reviewed Substitute Bill No. 88-00 which is a request to establish <br /> historic landmarks for structures and real property located at 2300 Portage Avenue and Bill No. <br /> 89-00 which is a request to establish an historic landmark for the property located at 2257 Portage <br /> Avenue. <br /> Mr. John Oxian, President and Acting Director of the Historic Preservation Commission <br /> made the presentation. He noted that Substitute Bill No. 88-00 would designate the Gatehouse, <br /> Office Building, Crematory, Columbarium/Receiving Tomb, LaSalle's Landing/St. Joseph <br /> Kankakee Portage in Riverview Cemetery as historic landmarks. Mr. Oxian noted that Bill No. <br /> 89-00 would designate the Highland Memorial Mausoleum as an historic landmark. <br /> Mr. Oxian noted that one cemetery in Centre Township has been designated as historic. He <br /> recently attended a meeting of historic preservation administrators and it was noted at this meeting <br /> that South Bend and St. Joseph County is well ahead of the rest of the state of Indiana with regard <br /> to designating historic landmarks in cemeteries. <br /> • <br /> Council Member Coleman inquired as to what standards were used in reviewing the <br />
