Public Works and Property Vacation Committee <br /> February 14, 2000 <br /> Page 2 <br /> Council President Pfeifer noted that this Neighborhood Partnership Center is very <br /> functional and active and urged approval of the lease. <br /> Following discussion, Council Member King made a motion, seconded by Council <br /> Member Aranowski that Bill No.00-16 be recommended favorably. The motion passed. <br /> Mr. Cotton advised the Committee that he would be resigning his position with the city to <br /> take a new position in Illinois. <br /> Under miscellaneous business, Dr. Varner asked for an update on the Good <br /> Neighbors/Good Neighborhood Program sidewalk repair program. <br /> Carl Littrell, City Engineer noted that the program is in the process of being revised. It is <br /> proposed to raise the City's contribution from $ 1,000 to $ 2,000. The program will be <br /> open to non-resident owners and multi-family ownerships as well as institutional and <br /> nonprofit institutions on non-arterial streets. Priority would be given to five(5)owners or <br /> more. Loan periods would be increased from one year to two years. $25,000 of the <br /> $500,000 has been set aside for"trip hazard"repair of sidewalks. Mr. Littrell noted that a <br /> property owner has thirty (30) days to make a repair upon receiving proper notice. He <br /> noted that the program would continue to be a first come first serve basis and that the target <br /> date for implementation is April 1st. <br /> Dr. Varner requested a written summary of all of the regulations including a definition of a <br /> "trip hazard" once all details are set on the program. Mr. Littrell agreed to provide the <br /> same. Dr. Varner also noted that 40 to 45% of the affected areas have non-resident owners <br /> thus the new criteria should improve the overall program. <br /> Council Member King noted that the new facets of the program would improve a positive <br /> program which should help neighborhoods. He requested that all Council Members <br /> receive documents on the program in light of the interest shown to date by resident <br /> inquiries. <br /> Council President Pfeifer voiced approval that churches and synagogs could now <br /> participate in such a program. <br /> Council Member Kirsits inquired as to how the City would define a "trip hazard". Mr. <br /> Littrell stated that it would be triggered by complaints and he speculated that it may include <br /> a three inch (3")or more dislocation. <br /> There being no further business to come before the Committee, Council Member Varner <br /> adjourned the meeting at 4:05 p.m. <br /> Respectfully submitted, <br /> Council Member David A.
