COMM itta ZtpOr t: Public Works and Property Vacation Committee so the Common t01MtiI of the Qitp of lout) Veit: The March 27, 2000 meeting of the Public Works and Property Vacation Committee was called to order by its Chairperson, Council Member David Varner at 4:00 p.m. in the Council informal meeting room. Persons in attendance included Council Members: Coleman, Pfeifer, Kirsits, White, Varner, Aranowski, and Kelly; Citizen Member Khadijah Muhummad, Wayne Blad, Dea Andrews,James Evans, Michael J. Danch, Terry Bland of the Rona) n ZribU M, and Kathleen Cekanski-Farrand, Council Attorney. Council Member Varner noted that Ann E. Kolata, Deputy Executive Director of Community&Economic Development, sent a letter dated March 27, 2000 (copy attached) requesting that Bill No. 24-00 regarding the proposed vacation of Tutt Street between Main and Lafayette be withdrawn. Dr. Varner then proceeded to have public hearing on Bill No. 26-00 which is a request to vacate Bendix Drive from the south right-of-way of the first east-west alley south of Calvert Street and Delaware Street from the west right-of-way of Bendix Drive to the east right-of-way of vacated Kaley street both streets located in the Richland 2nd Addition. Dr. Varner noted that the request received a favorable recommendation from the Board of Public Works(Board minutes of the March 27, 2000 meeting attached). Mr. Wayne Blad of 58995 Mayflower Road made the presentation. He stated that he and his family have been farming the area since the early 1920's and did not realize that these streets were on the plat. The vacation would correct this situation. Following discussion, Council Member Aranowski made a motion, seconded by Council Member Kirsits that Bill No. 26-00 be recommended favorably to Council. The motion passed. The Committee then reviewed Bill No. 29-00 which is a request to vacate the first north/south alley east of McPherson Street located in the Willett's Subdivision of Bank Outlot 89. Dr. Varner noted that the request received a favorable recommendation from the Board of Public Works (Board minutes of the March 27, 2000 meeting attached). Dea Andrews, Administration Manager for South Bend Heritage Foundation, made the presentation. She reviewed the handouts she provided which included a map of the area in question and the draft site plan (copies attached). She noted that the vacation is necessary in order to expand the parking for the Pentecostal Church of God in Christ and the Elks LaSalle Landing Lodge. Mr. James Evans, CEO of the Elks LaSalle Landing Lodge, spoke in favor of the proposed vacation and the need for additional parking. • r— - - -
