Coal Line Trail Phase 3 » City of South Bend Page 3 <br />Potential location for trail along College Street <br />PROJECT APPROACH <br />Cottage Street is a 2 lane urban roadway with <br />curb, tree lawn and existing sidewalks generally <br />in poor condition. There are existing power lines <br />along the east side of the roadway as well as <br />street trees along both sides of Cottage Street. <br />There are residential homes, a few businesses as <br />well as vacant lots. <br />There are many utilities along the <br />College Street corridor <br />From the City GIS database, it appears there <br />is generally 16 to 18 feet from the back of the <br />roadway curb to the existing right of way line. In <br />most cases, this should accommodate the 10 to <br />12 foot trail with a tree lawn. There are multiple <br />locations where there are buildings or other <br />obstacles in the way of being able to construct <br />the trail and maintain a standard tree lawn. We <br />would work with the City to determine if the tree <br />lawn could be reduced or eliminated at these <br />pinch point locations or if additional right of <br />way be required. DLZ has complete right of way <br />services should this be needed. <br />Utility Coordination <br />Utility Coordination is an important aspect of <br />every project and we believe it is a critical to the <br />success of this project. It is anticipated that a <br />tree lawn will be maintained and some of the trail <br />widening would have to extend past the current <br />sidewalk edge. In many cases, the utility power <br />poles are right along the back of the current <br />sidewalk and will require relocation to widen <br />to a trail. We are prepared to take a proactive <br />approach to the utility coordination to avoid <br />construction delays and issues. <br />DLZ performs utility coordination by:• Obtaining existing location during the survey <br />of the project. <br />• Corresponding with utilities to verify existing <br />utilities and determine impacts, if any, and <br />potential solutions to accommodate the <br />construction of the trail. <br />• Coordinating with the utilities throughout the <br />project development process. <br />• Holding utility coordination meeting and <br />obtaining relocation plans from the utilities as <br />necessary. <br />Maintenance of Traffic <br />The majority of the trail construction will occur <br />outside of the roadway footprint. However, <br />construction activities may require lane <br />restrictions along the side of the street. During <br />the design process, we could evaluate options <br />depending on the existing roadway width. Either <br />2 way traffic with narrow lanes or maintaining <br />one way traffic would be the likely solutions. We <br />would coordinate the design with the City to get <br />their input and design a maintenance of traffic <br />plan that satisfies the City’s requirements.
