INTRODUCTION and FIRM IDENTIFICATION <br />Dear Members of the Selection Committee, <br />Volkert is likely a new and unfamiliar name for the City of South Bend. However, through this proposal, we will make it clear that our <br />firm has a familiar face with the right qualifications, excellent project management experience, commitment to quality, a thorough <br />project understanding and a solid approach to completing this project on-time and within budget. <br />Our project manager, Brian Arterbery, PE, is located in our newly opened office in South Bend. Brian has completed many <br />successful projects over the last 20 years for the City. Assisting Brian will be the right combination of seasoned and veteran staff <br />supported by engineers, professional surveyors and qualified environmental professionals as identified within this proposal. <br />UNDERSTANDING THE VISION <br />Volkert understands the City’s vision for the Kennedy Park Neighborhood. We have researched the Draft Kennedy Park <br />Neighborhood Plan, which was adopted in September 2022. We know that this Safe Routes to School project is one individual <br />component of the overall larger plan. Leveraging available federal funding to help implement the plan is a strong statement to <br />the neighborhood of the City’s on-going commitment. <br />TECHNICAL EXPERTISE TO DELIVER THE VISION <br />In addition to our design and project management experience, Volkert holds over 25 INDOT prequalifications. This technical <br />expertise allows our team to provide a vast depth and breadth of experience in needed areas to provide a quick turnaround time <br />and excellent coordination on key issues. Our project team — made up of highly regarded and qualified engineers, surveyors, NEPA <br />specialists, Real Estate experts and other design professionals — will provide the City and other key stakeholders with exceptional <br />confidence that this project will progress smoothly. <br />COMMUNICATION PLAN TO SOLIDIFY THE VISION <br />Brian and the Volkert team will work alongside the City of South Bend and the School to identify the primary school pedestrian <br />routes and then tailor the design contract based on those proposed improvements to fit within the available design and <br />construction budgets. <br />Volkert looks forward to delivering this project for the City of South Bend and the Kennedy Park Neighborhood. <br />RESPONSIBLE OFFICE: <br />Volkert, Inc. <br />1251 N.
