UNITED CONSULTING // City of South Bend - Safe Routes to School (Des #2201237)4
SAFE ROUTES TO SCHOOL
KENNEDY ACADEMY
Key Staff
UTILITIES AND ENVIRONMENTAL
Devin Stettler, MPl, AICP
Environmental Department Manager
Devin serves as the head of United’s growing
environmental department and delivers
environmental documents of varying degrees of
complexity which range from simple Programmatic
Categorical Exclusions through Environmental
Assessments. He excels at quickly and efficiently
assessing the environmental needs of each project
by drawing on the knowledge he has gained through
traversing the NEPA process over the past 29 years.
EDUCATION
Indiana University
BS Public Affairs
MS Urban Development Planning
CERTIFICATIONS
Real Estate Broker
Indiana: RB14047156
EXPERIENCE
29+ Years Experience
RELEVANT EXPERIENCE
Coal Line Trail, South Bend
Land Acquisition Services Manager. Devin was responsible for the completion of
Environmental Services for the project, despite complex issues (Section 106 and Hazardous
Material Concerns) facing the project. This involved facilitating completion of tasks between
our Environmental staff, subconsultants, Caleb Ross (United Project Manager), and South
Bend’s Project Manager to ensure our team completed the required Environmental Services
in a manner that met South Bend’s desired construction letting schedule.
Chris Hammond, PE
Utility Coordination Team Leader
Over the past 30+ years, Chris has developed and
refined his leadership skills through coordinating
project teams and departments with INDOT and
LPA projects ranging in size and scope, covering the
entire spectrum. Chris understands the complexities
of relocating utilities during construction and
working around existing utilities during design. He
manages our team of utility coordinators.
EDUCATION
Rose-Hulman Institute of
Technology
BS Civil Engineering
CERTIFICATIONS
Professional Engineer
Indiana: PE19800239
EXPERIENCE
30+ Years Experience
RELEVANT EXPERIENCE
South Street, Martinsville
Utility Coordination Manager. Chris helped the city of Martinsville through some very
challenging utility coordination. This project was reconstructing South Street due to a
new overpass at I-69 greatly increasing the traffic on this road. This corridor was a typical
downtown residential street and the right-of-way was limited. The typical section was
adding curb and gutter, storm sewer drainage, and sidewalks, which created a difficult
space for utilities to relocate in. Chris worked with the design team and the land acquisition
team to fit utilities through this corridor. He also orchestrated advanced land acquisition,
tree clearing, and early utility relocation to clear the way for the contractor, saving the city
from the pains of seeing utility delays impact construction.
