UNITED CONSULTING // City of South Bend - Safe Routes to School (Des #2201237)5 <br />SAFE ROUTES TO SCHOOL <br />KENNEDY ACADEMY <br />Project Approach <br />INITIAL RECOMMENDATIONS <br />The project covers such a large area that our initial recommendation would be to perform a survey of all existing accessible routes. This field investigation <br />would include detailed measurements of all ADA-related criteria like cross slopes, running slopes, width, protruding objects, and trip hazards (vertical changes in <br />elevation greater than ½-inch). This boots-on-the-ground inventory serves two purposes. First, we would identify any non-compliant ADA issues with the existing <br />infrastructure that needs to be corrected. Second, we could use the mapping of existing routes to look for opportunities to either further increase connectivity <br />throughout the neighborhoods or prioritize specific accessible routes. Based on the extensive number of existing sidewalks within the project limits it seems unlikely <br />that a large amount of new work would be required, but by highlighting a limited number of missing pieces and targeted improvements, we would make the most <br />efficient use of the City’s budget. <br />With so many walkable amenities in the immediate vicinity, pedestrian activity in these neighborhoods is a big safety concern. In addition to the Kennedy Academy, <br />the planetarium, the water park, sports fields, parks, and numerous churches throughout the neighborhood offer many destinations to choose from.
