The City of South Bend Safe Routes to School: Kennedy School Des No. 2201237 5 <br />Project Understanding <br /> <br />About the Kennedy Academy <br />Environmental Document Preparation: <br />Historic Structures <br />The most abundant environmental resource identified within the study area are historic structures. The Section 106 process wi ll evaluate impacts to these struc- <br />tures and design considerations will be made to ensure preservation of these buildings. <br />National Environmental Policy Act (NEPA) <br />Based the preferred route(s) chosen, impacts to environ- <br />mental resources present will be identified and evaluated in <br />the appropriate level of NEPA document. A Programmatic <br />Categorial Exclusion (PCE) or Categorical Exclusion (CE) <br />level document is anticipated. The document will be pre- <br />pared and submitted to the appropriate INDOT district and/ <br />or central office for final review and approval, allowing the <br />project to move forward with the construction letting pro- <br />cess. <br />Indiana Department of Environmental Management <br />(IDEM) <br />Minimal jurisdictional wetlands, waterways or mapped flood- <br />ways have been identified in the study area, but a field in- <br />vestigation will be conducted to confirm. Applicable regula- <br />tory permits for IDEM and the USACE will be prepared for <br />agency review and approval prior to construction. Should <br />new land disturbance for the project exceed 1.0 acre, not <br />including impact to existing roadway or sidewalk surfaces, <br />an IDEM Construction Stormwater General Permit will be <br />required for sediment and erosion control. <br />Project Objective: The Safe Routes to School: Kennedy School is to provide a safe walking and handicap accessible route for children walking t o school. <br /> <br />The selected firm shall: <br />• Collaborate with The City of South Bend and officials of South Bend Community Schools (representatives of the Kennedy School) to develop a primary route <br />for children to walk safely to and from school. <br />• Provide preliminary engineering services to include the planning, design and organization of ADA compliant sidewalks and curb ramps for pedestrian traffic to <br />the Kennedy School. <br />Funding: 80% Federal TAP, 20% Local <br /> <br />Project Boundaries: <br />• N Bendix Dr to the west <br />• Lincoln Way W (US 20) to the north <br />• Birdsell St.to the east <br />• Orange St. to the south
