'tommitte wort: <br /> =ommitt <br /> The October 23,2000 meeting of the Utilities Committee was called to order by its <br /> Chairperson, Council Member Al`Buddy"Kirsits at 5:10 p.m. in the Council Informal Meeting <br /> room. <br /> Persons in attendance included Council Members Aranowski, Pfeifer,Varner, Kelly, <br /> Ujdak, Kirsits and White; Citizen Member Isabele Gonzalez, Ken Zmudzinski, Larry Magliozzi„ <br /> Gary Gilot, and Kathleen Cekanski-Farrand, Council Attorney. <br /> Council Member Kirsits stated that the first item on the agenda was to review Bill No. 92- <br /> 00 which would extend utility services to an area within Portage Township on a portion of the <br /> Jackson Subdivision bordering on Huey Street and Hamilton Street. <br /> Larry Magliozzi, Assistant Director of Planning & Neighborhood Development made the <br /> presentation. Passage of this ordinance would authorize the extension of a water and sewer line <br /> which is currently not serviced by City water and sewer. It establishes monthly rates to cover the <br /> costs of construction and installation of the sewer line only. $ 3,000 will be the cost to each <br /> property owner in the affected area for the sewer line extension. This amount may be paid over <br /> sixty(60) months at$ 50.00 per month for a total of$ 600.00 per year. He noted that there are a <br /> few lots in a gap area with regard to the water line where a private water line is in place. <br /> Council Member Ujdak inquired whether there is lead in the private water line. Mr. <br /> Magliozzi state he did not know. <br /> The Council Attorney suggested an amendment to the second page of Bill NO. 92-00 <br /> which would require the Department of Public Works to file a list with the City Clerk of all <br /> addresses on Huey Street which currently are listed with an "s" in Section I of this Bill. She <br /> recommended that the last sentence on page 2 be amended to read as follows: <br /> "Upon any building construction,addresses will be designated, <br /> with a listing of such addresses being filed by the Board of <br /> Public Works with the City Clerk". <br /> Council Member Kirsits made a motion, seconded by Council Member Aranowski to amend Bill <br /> No. 92-00 as suggested by the Council Attorney. The motion passed. <br /> Council Member Kelly then made a motion, seconded by Council Member Aranowski that <br /> Bill No. 92-00 as amended be recommended favorably to Council. The motion passed. <br /> Council Member Kirsits then called for a presentation on Bill No. 93-00 which would <br /> amend Chapter 17, Article 2 of the South Bend Municipal Code addressing pretreatment <br /> requirements for the use of the public sewers. <br /> Mr. Ken Zmudzinski, Bureau Manager for Wastewater, made the presentation. He noted <br /> that all of the recommended changes have been approved by the Environmental Protection Agency, <br /> Region 5 Office in Chicago following a public notice. He noted that the monthly average amounts <br /> were not technically derived in 1998 and are being suggested to by eliminated. <br /> Council Member Ujdak inquired about the pH ledels. He noted that New Energy is <br /> permitted to operate at 12, yet he gets continuing complaints about the odors being emitted by New <br />
