Committee Ztport: <br /> Community and Economic Development Committee <br /> AGO tfjt Common Count f l of tljt QC f tv of *south Stub: <br /> The November 22, 1999 meeting of the Community and Economic Development <br /> Committee was called to order by Council Member Roland Kelly, Chairperson of the <br /> Committee at 4:15 p.m. in the Council informal meeting room. <br /> Persons in attendance included Council Members: Aranowski, Kelly, Pfeifer, Coleman, <br /> King, Sniadecki, Varner,Hosinski and Ujdak; Sandy Phillips,Ken Fedder, Beth Leonard, <br /> Don Inks, William Faust, Jim Elgin, Pam Meyer, Mike Beitzinger, Marco Marian, Jon <br /> Hunt and Kathleen Cekanski-Farrand. <br /> Council Member Kelly noted that the first item on the agenda, Bill No. 96-99 which would <br /> appropriate$ 3,791,000 from the Community Development Block Grant Fund to defray <br /> expenses for the program year beginning January 1, 2000. Beth Leonard requested that <br /> this Bill be heard with Bill No. 97-99 which is a request to transfer $ 592,063 among <br /> various accounts within the Department of Community and Economic Development. <br /> Beth Leonard made the presentation. She noted that Bill No. 96-99 would allocate funds in <br /> accordance with the 2000 Housing and Community Development Plan which has <br /> completed all of the required public comment and public hearing periods. She noted that <br /> Bill No. 97-99 was subject to two (2) public hearings and would allocate the indicated <br /> monies to the Affordable Loan program, Blume's block rehab, Perley Park neighborhood <br /> revitalization and Liston/Colfax neighborhood revitalization. <br /> In response to a question from Dr.Varner,Ms. Leonard noted that a 0 % cut is reflected in <br /> Bill No. 96-99 <br /> Following discussion, Council Member Ujdak made a motion, seconded by Council <br /> Member King that Bill No. 96-99 be recommended favorably to Council. The motion <br /> passed. <br /> Council Member King then made a motion, seconded by Council Member Sniadecki that <br /> Bill No. 97-99 be recommended favorably to Council. The motion passed. <br /> Beth Leonard then reviewed Bill No. 98-99 which would appropriate$ 127,000 received <br /> from the U.S. Department of Housing and Urban Development's emergency shelter grant <br /> program. She noted that the funds would be used by the four (4) listed agencies with $ <br /> 5,520 being allocated for administrative costs. <br /> Council Member King made a motion, seconded by Council Member Sniadecki that Bill <br /> No. 98-99 be recommended favorably to Council. The motion passed. <br /> Beth Leonard then reviewed Bill No. 99-99 which would appropriate $ 541,060 within <br /> Fund 212 for the purpose of defraying administrative costs of the Department of <br /> Community and Economic Development. The sources of the monies to be appropriated are <br /> from fees,interest income and staff support contracts. <br />
