Personnel and Finance Committee <br /> June 28, 1999 <br /> Page 2 <br /> addressed in the 2000 budget. The training seminar which will take place this Thursday is <br /> an example of the types of programs which will need funding. <br /> Council Member Pfeifer also stressed the need to have adequate funding for education <br /> seminars like the one held in April on loitering which she noted was co-sponsored by the <br /> City of South Bend and IUSB SPEA Program. She complimented the South Bend Police <br /> Department for absorbing the costs for the keynote speaker for that conference who <br /> traveled from Seattle,Washington. <br /> Council President Coleman noted that the Council was not included in the performance <br /> based budget since he determined that the evaluation criteria used by other departments did <br /> not apply to the overall duties of the Council.
