r + <br /> Committee .sport: <br /> Personnel and Finance Committee <br /> Z0 the Common Coinu l of tie City of Eout j Otttb: <br /> The June 28, 1999 meeting of the Personnel and Finance was called to order by its <br /> Chairperson, Council Member James Aranowski, at 3:47 p.m. in the Council informal <br /> meeting room. <br /> Persons in attendance included Council Members: Aranowski, Varner,Hosinski, Coleman, <br /> Kelly, Pfeifer, King and Sniadecki;Larry Magliozzi,Robert Hunt,Tom Skarbek,Kathleen <br /> Cekanski-Farrand and Terry Bland. <br /> Council Member Aranowski noted that the first item on the agenda was to review the <br /> tentative budget schedule (copy attached). He noted that in light of the IACT Welcome <br /> Reception scheduled for Monday, September 13th, it has been recommended that the <br /> Council meeting be moved to Tuesday, September 14th at 5 p.m. In light of the County <br /> Council meeting beginning at 7 p.m. that same evening,the Common Council would have <br /> to be completed prior to 7 o'clock. <br /> Council Member King noted that he has a previous commitment and will be out of town <br /> from August 30th through September 16th. He wanted the Council to be aware of this but <br /> assured them that he would be closely reviewing the proposed budget and related handouts. <br /> Council President Coleman encouraged the Council Members to have a viable presence at <br /> the IACT Convention. He further noted that IACT expenses would be taken from the <br /> education and training line-item <br /> The Committee then reviewed the print-out provided by Council President Coleman (copy <br /> attached) dated June 15, 1999, with regard to the Council budget and balances as of that <br /> date. He noted that the Administration has requested that "other services" line-items be <br /> capped at 2% increases. He further noted that he would meet individually with each <br /> Council Member with regard to proposed Council salaries. <br /> The Council Attorney suggested that as the Council continues to be more pro-active and co- <br /> sponsor educational seminars, that the costs associated with such items need to be <br /> addressed in the budget. She noted that the Police Department paid for the transportation <br /> and housing costs for the Seattle Police Department representative for the April seminar. <br /> Conference/seminar costs for handouts, mailings, long distance telephone calls, <br /> transportation,housing,meals, conference refreshments, etc. could be projected at <br /> $2,500. She noted that she had been in contact with representatives from Mayor Daley's <br /> Office in Chicago and that they will be sending keynote speakers for the conference <br /> scheduled for August 6th. <br /> The Council Attorney also recommended that since the Fire Department negotiations will <br /> take place next year, that the Council should encumber all funds not spent under the <br /> "additional services" account at the end of the year so that those funds and the funds for <br /> that line-item to be budgeted for the year 2000 would be available for those negotiating <br /> expenses. <br /> Council Member Pfeifer noted that funding for the Commission on African American Males <br /> has been promised by both the Council and the Mayor's office and will need to be <br />
