Zoning and Annexation Committee <br /> South Bend Common Council <br /> The January 11, 1999 meeting of the Zoning and Annexation Committee was called to <br /> order at 4:20 p.m. in the Council Informal meeting room by its Chairperson,Council Member <br /> John Hosinski. <br /> Persons in attendance included: Council Members Hosinski,Aranowski,Pfeifer,Kelly, <br /> King, Varner,Ujdak and Coleman; James Voll, Terry Bland,Doug Carpender,Anthony Zappia, <br /> Kevin Butler,Dale Miller,David Mirkin,David Ziker,Mike Urbanski,David Fischgrund,Leroy <br /> Yoder, and Kathleen Cekanski-Farrand. <br /> Council Member Hosinski noted that the first item on the agenda was to review <br /> Substitute Bill No. 91-98 which is a zoning request for the property located at 1575 North <br /> Bendix Drive. <br /> Mr. James Voll, Senior Planner,noted that the Bill received a favorable recommendation <br /> from the Area Plan Commission. <br /> Mr. Zappia,the Attorney for Mr. Miller,made the presentation. He noted that his client <br /> proposes a substantial expansion of his business going from 5 bays to 20 bays. The rezoning <br /> would permit his client to continue the automobile repair service,retail sale of automotive parts <br /> and the sale of handicapped automobile accessories. <br /> Council Member Hosinski noted that he is familiar with the petitioner's operation and <br /> believes that it would be a vital improvement to the business community. <br /> Following discussion, Council Member Kelly made a motion, seconded by Council <br /> Member Pfeifer that Substitute Bill No. 91-98 be recommended favorably. The motion passed. <br /> The Committee then reviewed Bill No. 105-98 which is a zoning request for the <br /> properties located at 2374 and 2330 South Bend Avenue. <br /> Mr. Voll noted that the Area Plan Commission sends the Bill without recommendation. <br /> Mr. David Mirkin,the attorney for DZ 23 Properties, introduced Mr. David Ziker to the <br /> Committee. He noted that a Ziker Cleaners is proposed for the property in question. He noted <br /> that it is the final lot before Maple Lane. Currently there it is a rental property. The vote at the <br /> Area Plan Commission was 7-6 therefore it come without recommendation. The projected cost <br /> of the project is $ 500,000.00. The store would be open during the daytime only; would have <br /> four(4)trucks per day; and would have no clothes processed there. Landscaping on the Maple <br /> Lane side would be required. A picture of the facility was shown which was 4,300 square feet, <br /> but the actual project would be 1,500 square feet.
