670W i✓!'i&4tw 916ot -&- <br />Community and Economic Development Committee <br />9�- d�& &MM4001 &"Cd Oltlfel aoP VrJ&fft4 OM& <br />The July 28, 1997 meeting of the Community and Economic Development Committee was <br />called to order by its Chairperson, Council Member John Broden at 4:30 p.m. in the <br />Council informal meeting room. <br />Persons in attendance included Council Members: Kelly, Aranowski, Pfeifer, Broden, <br />Varner, Udjak, Coleman, Hosinski, Sniadecki; Terry Bland, Dave Coker, Jerry <br />Christianson, Don Inks, Jerry Lehrman, Sue Hodgson, Mike Beitzinger, Phil Faccenda, <br />Ann Bockenkamp, and Kathleen Cekanski- Farrand. <br />Councilmember Broden noted that the first item on the agenda was to review Resolution <br />No. 97 -57 which is a five year personal property tax abatement request for the property <br />located at 5021 F.J. Nimtz Parkway for Midwest Land Company.. He recommended that it <br />be heard with Bill No. 97 -58 which is a 10 year real property tax abatement request for the <br />same property location and same petitioner. <br />Mr. Mike Beitzinger made the presentation on the behalf of Midwest Land Company doing <br />business as Bowne and Co. Inc. It was noted that manufacturing facility would take place <br />on 11.2 acres in the Blackthorn development area. The building would be 120,000 sq. ft. <br />to house a financial and commercial printing facility. The estimated cost of equipment <br />would be 20 million dollars with a total project cost of 24 million dollars. 200 new <br />permanent jobs would be created within the first year with an annual payroll of 8 million <br />dollars. <br />Mr. Phil Faccenda the attorney for the petitioner made a further presentation. He <br />introduced Mr. Jerry Christianson who noted that the location is ideal for the printing and <br />financial business since it is centrally located <br />In response to a question raised by Council Member Pfeifer it was noted that the company <br />hires individuals based on skill and ability. <br />Council Member Coleman spoke in favor of the proposed tax abatements. <br />Following discussion, Council Member Coleman made a motion seconded by citizen <br />member Sue Hodgson that Bill Nos. 97 -57 and 97 -58 be recommended favorably to <br />Council. The motion passed <br />Council Member Uj dak noted that the height and area be corrected in the petition. Council <br />Member Broden thanked the petitioner for bringing the facility to the city of South Bend. <br />The Committee then reviewed Resolution No. 97 -60 which is a five year real property <br />residential tax abatement request for Neighborhood Housing Services for property located <br />at 1113 and 1121 Bissell St. Mr. Mike Beitzinger made the presentation on behalf of the <br />community and the Community and Economic Development Department. He noted that the <br />petitioner qualifies for the residential tax abatement and the cost for each new home would <br />be between 68,000 to 70,000 for a total project cost of 136,000 (report attached). <br />
