Personnel and Finance Committee <br /> April 14, 1997 <br /> Page 2 <br /> Under miscellaneous business the committee then reviewed Resolution No. 97-22 which is <br /> a temporary transfer of idle funds. Kay Pola City Auditor made the presentation. She <br /> noted that the transfer is necessary in order to alter a short term inter-fund borrowing. <br /> Borrowing is necessary to maintain positive cash balances in three funds namely Liability <br /> Insurance, sewage Works Depreciation, and sewage Works Operation of Maintenance <br /> Reserve. No formal action was taken on the resolution by the committee. <br /> Council Member Coleman then called upon the Council Attorney to review Resolution No. <br /> 97-21 which would appoint an Advisory City Negotiating Team to act as the city's agent <br /> and appoint a person authorized to represent the City of South Bend for Police <br /> Negotiations. The Council Attorney made the presentation. She noted that under state law <br /> there is no requirement to negotiate with the union representing the South Bend Police <br /> Department members. She further noted that the city has been successful in negotiating <br /> through a City Negotiating Team representing the City Administration,the Board of Public <br /> Safety, The Police Department, and The South Bend Common Council with the later <br /> having the ultimate authority for the setting of wages and fringe benefits. <br /> The committee took no formal action on Resolution No.97-21. <br /> There being no further business to come before the committee the meeting was adjourned at <br /> 4:50 p.m. <br /> Respectfully submitted, <br /> Sean Coleman, Chairperson <br /> Personnel and Finance Committee <br /> Attachments <br />
