Committee *sport: <br /> Personnel and Finance Committee <br /> 'Co tbt Common Countfl of tbs City of foutb tn : <br /> The April 14, 1997 meeting of the Personnel and Finance Committee was called to order by <br /> its Chairperson, Council Member Sean Coleman at 4:25 p.m. in the council informal <br /> meeting room. <br /> Persons in attendance included Council Members: Aranowski, Pfeifer, Kelly, Broden, <br /> Varner,Ujdak, Coleman,Hosinski, Sniadecki; Kay Pola,Beth Leonard, Cathy, Dempsey, <br /> Don Porter, Joyce Boyler, Gene Oakley, Cathy Roemer, Chief Killgore, Captain. Gary <br /> Horvath and Kathy Cekanski-Farrand. <br /> The first item on the agenda was to review Bill No. 24-97 which would ammend The <br /> South Bend Municipal Code by establishing new towing and storage fees for abandoned <br /> vehicles. Cathy Dempsey the Director of Code Enforcement made the presentation. She <br /> noted that in 1996 400 vehicles were towed with 71 of those vehicles being reclaimed. In <br /> response to a question raised by Council Member Coleman it was noted that vehicles are <br /> towed to Super Auto with the City having a lease arrangement with them pursuant to a <br /> contract. <br /> In response to a question raised by Council Member Broden it was noted that the current <br /> state law of$100 will be changed to hopefully $500 with regard to the value of vehicles <br /> subject to the Abandoned Vehicle Law as of July 1. <br /> Following discussion, Council Member Varner made a motion seconded by Council <br /> Member Sniadecki that Bill No.24-97 be recommended favorably to Council. The motion <br /> passed. <br /> The committee then reviewed Bill No. 25-97 which would transfer $443,000 among <br /> various accounts within the Department of Community and Economic Development. Beth <br /> Leonard made the presentation. The transfer of monies is excess 1996 Program Income <br /> Funds with the remaining dollars in the prior year or previously funded projects. Three <br /> current programs and additional programs would be slated for implementation as a result of <br /> this transfer. <br /> Following discussion, Council Member Varner made a motion seconded by Council <br /> Member Aranowski that Bill No. 25-97 be recommended favorably to Council. The <br /> motion passed. <br /> The committee then reviewed Bill No. 26-97 which would appropriate funds from various <br /> accounts for the benefit of the South Bend Police Department. Assistant Chief Killgore <br /> made the presentation. He noted that the City Police Department has been awarded a <br /> Federal Block Grant for $304,524 for years 1996 and 1997. A city match is required to <br /> accept the Department of Justice Funds in the amount of$33, 836. He then reviewed 7 <br /> major items for which the money would be used which are detailed in the letter dated March <br /> 19, 1997 from Chief of Police Gunn. (Copy Attached) <br /> Following discussion, Council Member Sniadecki made a motion seconded by Council <br /> Member Aranowski that Bill No. 26-97 be recommended favorably to Council. The <br /> motion passed. <br />
