Qtommttttt Ztport: <br /> Zoning and Annexation Committee <br /> go tbt QCOmmott QCOUlttfl Of tbt tttg of illoutb Stub: <br /> The August 25, 1997 meeting of the Zoning and Annexation Committee was called to order <br /> by Council Member David Varner in the absence of the Chairperson and Vice-Chairperson <br /> of the Committee at 4:35 p.m.in the Council informal meeting room. <br /> Persons in attendance included Council Members: Aranowski, Pfeifer, Kelly, Varner, <br /> Ujdak, Coleman, Citizen Member Doug Carpenter, Jim Voll, Dea Andrews, Don Fozo, <br /> William Dobslaw,Don Ross and Kathleen Cekanski-Farrand. <br /> The first item on the agenda was to review Bill No.97-59 which is a resolution requesting <br /> the approval of a Board of Zoning Appeals action involving the property located at 3733 <br /> Locust Road. <br /> Don Fozo, Building Commissioner, noted that the request received a favorable <br /> recommendation at t h Bo ar d o f <br /> Zoning meeting of July 17 1997. <br /> Mr. William Dobslaw, the petitioner, made the presentation. He noted that he owns and <br /> operates radio channel WHLY. FCC has changed its regulations and is requiring action to <br /> be taken. The site involved is owned by the petitioner and is his residence. The tower is <br /> 152 feet tall and would be surrounded by ninety (90) foot trees. FAA does not require a <br /> light on the top of this tower at this height. He has not spoken to any neighbors who are <br /> opposed. <br /> Council Member Ujdak,the District Council Member, noted that he had not received any <br /> opposition to the proposal. <br /> Council Member Coleman, noted that the special exception is necessary in light of the <br /> special circumstances in this case,noting the large amount of acreage involved in the area. <br /> Following discussion, Citizen Member Doug Carpender made a motion, seconded by <br /> Council Member Pfeifer,that Bill NO. 97-59 be recommended favorably to Council. The <br /> motion passed. <br /> Council Member Hosinski joined the meeting at this point and chaired the duration of the <br /> session. <br /> The next item on the agenda was to review Bill No.58-97 which is a zoning request for the <br /> property located at 310 and 326 South Chapin Street. Mr. Jim Voll of the Area Plan staff <br /> showed a preliminary site plan of the area. He noted that it received favorable <br /> recommendations from both the staff and the commission. <br /> Mr. Don Ross,the petitioner, noted that the rezoning would permit the construction of the <br /> Chapin Street Market. The area is now vacant. He showed an artist rendering of the <br /> proposed building. He noted that "Save-A-Lot Food Store" and the"Chapin Street Medical <br /> Clinic" would share the facility with the food store being 15,000 square feet and the <br /> medical clinic being 10,000 square feet. He noted that this is a joint venture between South <br /> Bend Heritage and Baugo Creek Realty. • <br />
