Community and Economic Development Committee <br /> tA* &wow& e de ft& e trout4 amt.. <br /> The May 27, 1997 meeting of the Community and Economic Development Committee was <br /> called to order by its Chairperson, Council Member John Broden at 5:00 p.m. in the <br /> Council informal meeting room. <br /> Persons in attendance included Council Members: Aranowski, Pfeifer, Kelly, Broden, <br /> Varner, Ujdak, Coleman, Sniadecki; Sue Hodgson, citizen member, Dea Andrews, Mike <br /> Beitzinger,Ann Kolata, Daniel P. Thorsberg,and Kathleen Cekanski-Farrand. <br /> Council Member Broden noted that the first item on agenda was to review Resolution No. <br /> 97-30 which is a ten year real property tax abatement request for South Bend Heritage <br /> Foundation and Baugo Creek Realty. <br /> Mr. Mike Beitzinger reviewed the report dated May 14, 1997 (copy attached). He noted <br /> that the project involves the constriction of a 25,325 square foot building on approximately <br /> 2.92 acres on the northeast corner of Chapin and Western Avenue. It would create 30 new <br /> jobs with an annual payroll of approximately$260,00. He noted that it must be considered <br /> J P Y PP Y <br /> 2- 4 of the South Bend Municipal Code in light of the <br /> as a special exception under section 8 <br /> P g <br /> P eP <br /> It was noted that section VI of the <br /> meet a <br /> fact that it does not eet a 11 of the code standards. t w <br /> proposed resolution sets forth the three principal reasons why the area in question qualifies <br /> as a special exception. <br /> Dea Andrews made a further presentation on behalf of the petitioner. She showed a site <br /> plan to the committee and noted that it is important as a continuation of WWCRP. <br /> Ann Kolota spoke in favor of the proposed abatement and believes that it does meet the <br /> special exception criteria. <br /> Council Member Pfeifer stated that this project is instrumental in restoring the <br /> neighborhood with the first phase being the restoration of housing and the second stage <br /> being the restoration of businesses. <br /> Council Member Coleman spoke in favor of the proposed abatement. <br /> Following discussion Council Member Coleman made a motion seconded by citizen <br /> member Sue Hodgson that Resolution No. 97-30 be recommended favorably to Council. <br /> The motion passed. <br /> The Committee then reviewed Resolution No. 97-31 which is a three year real property tax <br /> abatement request for CDT,LLC. <br /> Mr.Mike Beitzinger reviewed the report dated March 21, 1997. (copy attached) He noted <br /> that the petitioner would construct three buildings of five town homes each at the southeast <br /> corner of Corby and Niles Avenue. The total cost for the redevelopment is 1.8 million <br /> dollars. The petitioner qualifies for a three year real property tax abatement under section <br /> 2-77 of the South Bend Municipal Code. • <br />
