CITY OF SOUTH BEND 1 HISTORIC PRESERVATION COMMISSION <br />V. 2022-0906 635 South Main Street Local Landmark, Ordinance #8267-1992 <br />(Audio Position: 51:07) <br />The staff report was presented by: Adam Toering <br />Staff Recommendation: Staff recommends Approval <br />The applicant was represented by: Kevin Smith, 506 W South St. South Bend, Indiana, served as <br />applicant. <br />The public was represented by: Todd Zeiger, Indiana Landmarks, Northern Regional Office, 801 <br />West Washington Street, South Bend, Indiana 46601 spoke in favor of the application and <br />provided a letter of support. <br />After due consideration the following action was taken: <br />Upon a motion by Joan Downs Krostenko, seconded by Elizabeth Hertel, and unanimously <br />carried by vote, the Historic Preservation Commission APPROVES Certificate of <br />Appropriateness Application #2022-0906. <br />Vote: 5-0. Five in favor, none opposed. <br />COA#2022-0906 is APPROVED. <br />vi. 2022-0906B 1240 West Thomas Street Local Landmark, Ordinance #9037-1999 <br />(Audio Position: 58:49) <br />The staff report was presented by: Adam Toering <br />Staff Recommendation: Staff recommends dividing the project into three components: <br />2022-0906E-1 — Remove/reconstruct hose tower: Staff recommends approval. The proposed <br />reconstruction would replicate/reconstruct a character defining feature of this structure. <br />2022-09066-2 - Siding over window openings with vinyl siding: Staff recommends denial. <br />Temporary window coverings may be approvable. The Standards discourage adding <br />additional siding to existing materials. Permanent covering/filling in of the existing windows <br />on the north (Thomas) and west (Walnut) facades will not be zoning compliant. <br />2022-0906B-3 — Installation of metal and glass fold -open doors: Staff recommends denial. <br />The proposed glass doors are of a different size and texture (and configuration) than the <br />existing doors. <br />The applicant was represented by: Eric A. Boyd, 1240 West Thomas Street, South Bend, Indiana <br />served as applicant. <br />The public was represented by: There was no one from the public to speak <br />After due consideration the following action was taken: <br />Upon a motion by Elizabeth Hertel, seconded by Joan Downs Krostenko, and unanimously <br />carried by vote, the Historic Preservation Commission APPROVES SPLITTING the Certificate <br />of Appropriateness Application #2022-0906B into three parts, 1, 2, and 3. <br />Vote: 5-0. Five in favor, none opposed. <br />COA#2022-0906B is SPLIT. <br />Upon a motion by Elizabeth Hertel, seconded by Don Dietz, and unanimously carried by vote, <br />the Historic Preservation Commission REMANDED THE APPROVAL of the Certificate of <br />Appropriateness Application #2022-0906B-1 to staff for materials and dimensions of the hose <br />tower. <br />Page 13 <br />
