Committss St port: <br /> Personnel and Finance Committee <br /> to tljs Commott E ouitutl of tits tits of •outij grub: <br /> The December 8, 1997 meeting of the Personnel and Finance Committee was called to <br /> order by its Chairperson, Council Member Sean Coleman at 4:35 p.m. in the Council <br /> informal meeting room. <br /> Persons in attendance included Council Members: Aranowski, Pfeifer, Kelly, Broden, <br /> Varner, Ujdak, Coleman, Hosinski; Fire Chief Luther Taylor, Assistant Fire Chief Rick <br /> Switalski, Kay Pola, Cathy Hubbard-Shead, Terry Bland, and Kathleen Cekanski- <br /> Farrand. <br /> The first item on the agenda was to review Bill No. 114-97 which would amend Section 2- <br /> 122 of the South Bend Municipal Code addressing mileage. <br /> Cathy Hubbard-Shead, <br /> bill would delete a <br /> 1 <br /> DDirector ector of Human Resources made the presentation. She noted that the i e b <br /> specific monetary amount and include reference to the IRS regulations with regard to their <br /> current rate for travel. She noted that currently the IRS authorizes 31.5 cents per mile. <br /> Following further discussion, Council Member Aranowski made a motion, seconded by <br /> Council Member Varner,that Bill No. 114-97 be recommended favorably to Council. The <br /> motion passed. <br /> The Committee then reviewed Bill No. 117-97 which would transfer various balances <br /> within the general fund. Kay Pola made the presentation. She noted that the listed funds <br /> totaling$9,521.51 are being transferred at the request of the State Board of Accounts. <br /> Following discussion, Council Member Varner made a motion, seconded by Council <br /> Member Aranowski, that Bill No. 117-97 be recommended favorably to Council. The <br /> motion passed. <br /> The Committee then reviewed Bill No. 118-97 which would close the Barrett Law account. <br /> Kay Pole made the presentation. She noted that there has not been any activity on this <br /> account since the pre-1990s. She stated that the balance of$17,370 would be transferred <br /> to the general fund. <br /> Following discussion, Council Member Varner made a motion, seconded by Council <br /> Member Aranowski that Bill No. 118-97 be recommended favorably to Council. The <br /> motion passed. <br /> The Committee then reviewed Bill No. 120-97 (Substitute version) entitled <br /> Ambulance/Medical User Fee and dedicated fund. Chief Taylor and Assistant Chief <br /> Switalski made the presentations. Chief Taylor noted that the bill proposes fee increases <br /> for emergency medical services. The basic fee would go from $150 to $200, mileage <br /> would go up from $4 per mile to $5 per mile, Advance Life Support would go up from <br /> $250 to $300, and the non-resident fee would be raised from $50 to $60. Chief Taylor <br /> also noted that a new item would be a$75 "Non-Transport Medical Call Fee." The bill is <br /> requested to take effect January 1 of next year. <br /> Assistant Chief Switalski then gave a multiple pageandout entitled "South Bend Fire <br /> Projected EMS Rates 1998" (copy attached). He noted that currently approximately 80% <br /> of the billings are collected. Only those individuals who are transported are billed. 65% of <br /> billings are for individuals under 65 years of age and 35% of billings are for people over 65 <br />
