Comm flits St port: <br /> Community and Economic Development Committee <br /> to Os Common (4untfl of ttjs City of ibotttb Osttib: <br /> The February 26, 1996 meeting of the Community and Economic Development Committee <br /> was called to order by its Chairperson, Council Member Sean Coleman at 5:00 P.M.in the <br /> Council informal meeting room. <br /> Persons in attendance included Council Members: Kelly, Zakrzewski, Washington, <br /> Varner, Luecke, Coleman, Pfeifer, Broden, Hosinski; Mary Booth, Sue Hodgson, Dr <br /> Carol Ecker, Kathy Dempsey, Mary Watsworth, Mike Beitzinger, Don Porter, and <br /> Kathleen Cekanski-Farrand. <br /> Council Member Coleman introduced Sue Hodgson to the Committee as a returning Citizen <br /> Committee Member. He noted that she works in the Mortgage Loan Department at Key <br /> Bank. <br /> The first item on the agenda was to review Resolution No. 96-18 which is a Resolution <br /> requesting a five year real property residential tax abatement request for Bob Luan doing <br /> business as B.L. Builders. <br /> Mr. Mike Beitzinger made the presentation. He reviewed the report from the Community <br /> and Economic Development Department dated February 19, 1996 which noted that the <br /> petitioner qualifies for a five year real property tax abatement. (copy attached) <br /> Mary Booth then made a formal presentation. She provided pictures of the areas in question <br /> and noted that she had recently driven the area and is excited about the development. She <br /> provided two handouts, one showing the types of style of homes that will be built ranging <br /> in square footage from 1092 square feet to 1400 square feet. She stated that the importance <br /> of tax abatement cannot be over stated. In the previous residential tax abatement for <br /> Emmerson Forest she noted that the petitioner plans to go in and build 10 houses at a time <br /> with those house ranging from$70,000.00 to$90,000.00. In response to a question raised <br /> by Council Member Luecke, it was noted that the development on South Phillipa Meade <br /> and West Indiana Ave. are all scattered and will have a broad based effect. Council Member <br /> Pfeifer noted that this is a positive enticement for residential development in the City. <br /> Council Member Coleman noted that pursuant to state law the City is allowed to designate <br /> 10% or 3.8 square miles for residential tax abatement. Currently, including the Emerson <br /> Forest Development, the City has designated 2.2%. <br /> The Council Attorney noted that Section II and III set forth the legal language necessary for <br /> residential tax abatement in light of the new state law which took effect in 1995. <br /> Following further discussion, Council Member Zakrzewski made a motion, seconded by <br /> Council Member Luecke that Resolution 96-18 be recommended favorably to Council. The <br /> motion passed. <br /> Council Member Coleman noted that Beth Leonard will be giving the City Office report <br /> tonight,focusing on Community Development Block Grants. <br /> • <br />
