The project will consist of modifications to Angela Boulevard between SR 933 and Twyckenham
Drive. The project will be locally funded and follow City of South Bend and AASHTO Guide for
the Development of Biclycle Facilities. The existing 2-lane section of Angela Boulevard from SR
933 to Notre Dame Avenue will be microsurfaced and restriped to include one travel lane and a bike
lane in each direction. The existing typical section is anticipated to accommodate a 11-foot travel
lane and a 6-foot bicycle lane. A 6-foot sidewalk will be constructed along the north side of Angela
Boulevard for approximately 1,800 feet, heading east from SR 933, to connect to the existing
sidewalk continuing east. The sidewalk may widen as right of way allows approaching the
intersection at SR 933. The eastbound approach at Notre Dame Avenue is to be striped with a through
lane in each direction and eastbound left turn lane. Accommodations to provide bike lanes through
the intersection will be evaluated during plan development. All work is anticipated in existing right
of way with no additional right of way required.
The north curb line and right turn lane of the east approach of Angela Boulevard at SR 933 will be
reconstructed to eliminate the existing hatched (gore) area between the through lane and right turn
lane.
East of Notre Dame Avenue, the existing 4-lane roadway will be restriped in each direction to include
one travel lane, a bike lane and buffer area between the travel and bike lanes. The existing pavement
width will generally remain the same to allow for game-day and event traffic to use the full 2-lane
width in each direction.
At the intersections of Angela Boulevard/Eddy Street and Angela Boulevard/Joyce Drive/Duey
Street, curb bumpouts will be constructed and the westbound right turn lanes will be converted into
parallel parking spaces. Additionally, at Eddy Street, the eastbound right turn lane will be converted
to a drop off/pickup lane for ride services.
A traffic signal warrant analysis will be performed for the intersection of Angela Boulevard and
Joyce Drive/Duey Street. If a signal is not warranted, a HAWK warrant analysis will also be
performed, at the Owner’s request, to provide for pedestrian crossing of Angela Boulevard. The
anticipated HAWK location would be mid-block, in vicinity of Joyce Drive/Duey intersection, but
not at the intersection. If warranted, or if otherwise requested by the Owner, a traffic signal or HAWK
signal will be installed at the location determined. There will be traffic signal upgrades for the 3
existing signals at the intersections of Angela Boulevard/Notre Dame Avenue, Angela
Boulevard/Eddy Street and Angela Boulevard/Leahy Drive. The pedestrian signal equipment will
be upgraded at Angela Boulevard/SR 933.
