rI . <br /> Committee Report <br /> Zoning and Annexation <br /> November 13, 1995 <br /> Page 2 <br /> Under miscellaneous business it was noted by Mr. John Byorni that there will be <br /> new zoning maps in existence which completely computerize the City of South Bend. He <br /> noted that hopefully it will be available on CD Rom at a later point in time.In response to a <br /> question raised by Council Member Luecke it was noted that currently the Building <br /> Department does not have linkage by computer to this data however paper copies are <br /> provided which track by file number and ordinance number all changes in zoning. <br /> Mr. Byorni also noted that the East Bank Medical Area Study is currently being <br /> analyzed and that new zoning districts may be proposed early next year. <br /> Also under miscellaneous business the Council Attorney requested that the <br /> Committee be updated on Resolution No. 95-90 which is a confirming Resolution for <br /> Habitat to Humanity. She quoted the relevant state law and recommended a change to that <br /> Resolution which specifically noted that the Council was waving certain compliance <br /> requirements and that they are specifically determining that the 4 properties meet and would <br /> be declared Residentially Distressed Areas. She provided a copy of the proposed language <br />' to the Committee. <br /> Council Member Luecke voiced concern in light of the fact that they were already <br /> built however that they were somewhat similiar to the petitions brought by Barry Adams <br /> and Value Construction. Council Member Coleman noted that in the spirit in having <br /> Housing Starts within the City that he believed that the overall program should be <br /> approved. It was further noted that such all cases are reviewed on a case by case basis and <br /> that this situation was unique. Council Member Coleman voiced the case by case basis with <br /> the Council having final authority in this area.He and Council Member Zakrzewski noted <br /> the positive aspects of such a program and believe that the overall tax abatement should be <br /> granted with the proposed language. <br /> Following further discussion,the meeting was adjourned at 5:35 P.M. <br /> Respectfully submitted, <br /> Council Member,Lee Slavinskas,Chairperson <br /> Zoning and Annexation Committee <br /> Attachments <br />
