Catmint* .tport: <br /> Zoning and Annexation Committee <br /> to the Common ICount f Y of tfjt t f tto of *o utW) Ottan <br /> The November 13, 1995 meeting of the Zoning and Annexation Committee was <br /> called to order by its Chairperson Council Member Lee Slavinskas at 4:40 P.M. in the <br /> Council informal meeting room. <br /> Persons in attendance included Council Members: Slavinskas, Coleman, Luecke, <br /> Kelly, Washington, Zakrzewski, Duda, Puzzello, and Ladewski; John Byorni, Jerry <br /> Sack, John Oxian, David DuVall of the Historic Preservation Commission, Don Porter, <br /> , . <br /> Citizen Member Doug Carpenter, and Kathleen Cekanski-Farrand. <br /> The first item on the agenda was to review Bill No. 53-95 which would rezone the <br /> property located at 2311 Highland.Mr. John Byorni nioted that it is a substitute Bill which <br /> recieved a favorable recommendation from both the Area Plan Commission and the Area <br /> Plan Staff. <br /> Mr.Jerry Sack the petitioner noted that this rezoning is necessary in order to add an <br /> addition onto his home. Currently the land is vacant and no site plan is required for A <br /> residential. <br /> Following discussion, Council Member Coleman made a motion, seconded by <br /> Council Member Puzzello that Bill No. 53-95 be recommended favorably to Council. The <br /> motion passed. <br /> The Committee then reviewed Bill No. 61-95 which would establish an historic <br /> landmark for 518 South Michigan Street. <br /> Mr. John Oxian made the presentation. He provided a handout (copy attached) <br /> entitled"Local Landmark Nomination Checklist"on the property in question.He noted that <br /> the Historic Preservation Commission was unanimous in its recommendation. Mr. David <br /> DuVall also spoke in favor of the designation and noted that there was no objection from <br /> Redevelopment. <br /> Doug Carpenter questioned whether the owner was in favor of this designation. <br /> Mr.DaVall noted that the owner required the property during a tax sale and sent a letter in <br /> opposition through his attorney dated June 19, 1995. It noted that he found the proposed <br /> designation to be an undo hardship. <br /> In response to a question raised by Council Member Cloeman it was noted that <br /> there was no observable exterior maintance which had to be done and spoke in favor of the <br /> proposed designation. Council member Luecke also spoke in favor of the designation. <br /> Following discussion, Council Member Coleman made a motion, seconded by <br /> Council Member Luecke that substitute Bill No. 53-95 be recommended favorably to <br /> Council. The motion passed with Citizen Member Doug Carpenter voting in oppisition. <br />
