Education <br />The South Bend Community School Corporation serves all of the City and some of the <br />surrounding area, and has a current enrollment of approximately 21,000 students in <br />grades kindergarten through high school. An estimated 5,975 students attend private or <br />parochial schools within the City. In addition, there are two special education schools <br />-with a total enrollment of 885 students. <br />The University of Notre Dame, founded in 1842, offers 44 majors within four colleges. in <br />undergraduate studies, as well as 22 doctoral and 30 master's degree programs in and <br />among 27 University departments. Among the University's 1987 freshman class, 35% <br />ranked as one of the top five students in their high school graduating class, 75% ranked <br />in the top 10%, and 92% ranked in the top.20%. The University has an enrollment of <br />approximatley 6,900 undergraduates, 3,000 graduate ..students, and 800 professional <br />studies students. <br />Post-graduate and higher education institutions located within the City of South Bend <br />include Indiana University at South Bend with an enrollment of 5,500, which offers <br />graduate and undergraduate programs through both daytime and evening classes, and <br />Indiana Vocational Technical College with an enrollment of 2,500 students. Other <br />higher education institutions located in close proximity include St. Mary's College, <br />Bethel College, Holy Cross Jr. College, and Michiana Business College. <br />City .Government <br />The City has aMayor-Council form of government, with the Mayor and nine r'ommon <br />Council members elected to concurrent four-year terms of office. Other key administrative positions <br />include: Ms. S. Katherine Humphreys, City Controller; Mr. Richard Nussbaum II, City <br />Attorney; Ms. Irene Gammon, City Clerk; Mr. Joseph Doran, City Treasurer. <br />Municipal services include police and fire protection, code enforcement, garbage <br />collection, storm sewer, sanitary sewer and water utilities, street maintenance, and <br />economic development. <br />Annual Audited Financial Statements <br />The City is audited annually by the Indiana State Board of Accounts. Financial <br />Statements presented in Appendix G of this Official Statement are extracted from the <br />annual audit reports for fiscal years ended December 31, 1986, 1985, and 1984. <br />-17- <br />
