Commtttu sport: <br /> Personnel and Finance Committee <br /> 1E0 the Common tountfl of t1jt City of •outfj 1140: <br /> The August 28, 1995 meeting of the Personnel and Finance Committee was called <br /> to order by its Chairperson, Council Member Steve Luecke at 4:45 P.M. in the Council <br /> informal meeting room. <br /> Persons in attendance included Council Members: Kelly, Washington, Duda, <br /> Ladew ski, Puzzello, Coleman, Slavinskas, Zakrzewski, and Luecke; Jeffery Jankowski, <br /> Jeff Rinard, and Kathleen Cekanski-Farrand. <br /> Council Member Luecke noted that the purpose of the meeting is to discuss <br /> Substitute Bill No. 40-95 which would establish maximum salaries and wages for the <br /> Teamster employees for calendar years 1996, 1997, and 1998. <br /> Mr. Jankowski of the Legal Department made the presentation. He noted that the <br /> increase is approximately 3% per year He noted that various new positions have ben <br /> created as well as several positions being deleted. He also noted that there are several new <br /> bonus concepts in place. he noted that in the Substitute Bill that in Section 1, Scope of <br /> Coverage that Organic Resources is new in the position titles and hourly rates. He noted <br /> that revisions were necessary for those items listed in salaried amounts since they did not <br /> increase each year. That would be corrected through a substitution later this evening. <br /> It was also recommended that Section 3 be entitled "One-time Recommendation <br /> bonus Payment" and that the same terminology be used in sentence one and that the word <br /> "employees"be changed to the word"employee".He also recommended changing the date <br /> from"January 1, 1995"to"January 1, 1996" and changing"January of 1995 " to"January <br /> of 1996". <br /> On the following the wording above paragraph c would be deleted in its entirety. <br /> On the last page Section IV would be changed to Section VI and the words"performance <br /> based bonuses where applicable" would be added in the third line immediately after the <br /> word "concerning". Mr. Jankowski thanked the Council for all their assistance and the <br /> Council Representatives who were on the team and believed that the cooperation between <br /> the Council, the City Administration and the Teamsters made a positive atmosphere for a <br /> good contract. <br /> Council Member Luecke, a member of the negotiating team noted that through the <br /> supplementals several larger increases were set in place in light of the wages of the private <br /> sector being much higher than those of the City.He also noted that there was an adjustment <br /> in the vacation seconder and that personal days were finalized at 6 paid with 2 additional <br /> being permitted however those would be unpaid. he noted that there was more cooperation <br /> and that overall it was a good contract which he recommends. <br /> Council Member Kelly also a member of the negotiating team noted that it was a <br /> good experience and he believes that it is a good contract. <br />
