Commtttu sport: Personnel and Finance Committee 1E0 the Common tountfl of t1jt City of •outfj 1140: The August 28, 1995 meeting of the Personnel and Finance Committee was called to order by its Chairperson, Council Member Steve Luecke at 4:45 P.M. in the Council informal meeting room. Persons in attendance included Council Members: Kelly, Washington, Duda, Ladew ski, Puzzello, Coleman, Slavinskas, Zakrzewski, and Luecke; Jeffery Jankowski, Jeff Rinard, and Kathleen Cekanski-Farrand. Council Member Luecke noted that the purpose of the meeting is to discuss Substitute Bill No. 40-95 which would establish maximum salaries and wages for the Teamster employees for calendar years 1996, 1997, and 1998. Mr. Jankowski of the Legal Department made the presentation. He noted that the increase is approximately 3% per year He noted that various new positions have ben created as well as several positions being deleted. He also noted that there are several new bonus concepts in place. he noted that in the Substitute Bill that in Section 1, Scope of Coverage that Organic Resources is new in the position titles and hourly rates. He noted that revisions were necessary for those items listed in salaried amounts since they did not increase each year. That would be corrected through a substitution later this evening. It was also recommended that Section 3 be entitled "One-time Recommendation bonus Payment" and that the same terminology be used in sentence one and that the word "employees"be changed to the word"employee".He also recommended changing the date from"January 1, 1995"to"January 1, 1996" and changing"January of 1995 " to"January of 1996". On the following the wording above paragraph c would be deleted in its entirety. On the last page Section IV would be changed to Section VI and the words"performance based bonuses where applicable" would be added in the third line immediately after the word "concerning". Mr. Jankowski thanked the Council for all their assistance and the Council Representatives who were on the team and believed that the cooperation between the Council, the City Administration and the Teamsters made a positive atmosphere for a good contract. Council Member Luecke, a member of the negotiating team noted that through the supplementals several larger increases were set in place in light of the wages of the private sector being much higher than those of the City.He also noted that there was an adjustment in the vacation seconder and that personal days were finalized at 6 paid with 2 additional being permitted however those would be unpaid. he noted that there was more cooperation and that overall it was a good contract which he recommends. Council Member Kelly also a member of the negotiating team noted that it was a good experience and he believes that it is a good contract.
