tommittut Zeport <br /> COMMUNITY AND ECONOMIC DEVELOPMENT COMMITTEE <br /> o tbt Common touttal of tbt City of §outb Istntr: <br /> The April 11, 1994 meeting of the Community and Economic Development <br /> Committee was called to order by its Chairperson, Councilmember Roland Kelly at <br /> 5:10 p.m. in the Council Informal Meeting Room. <br /> Persons in attendance included Councilmembers Luecke, Washington, Kelly, <br /> Puzzello, Slavinskas, Zakrzewski, Coleman, Duda, and Ladewski; Jon Hunt, <br /> Jenny Pitts Manier, Marsha Townsend, Larry Dunville, Don Porter, Ernest <br /> Szarwark,Mike Beitzinger, and Kathleen Cekanski-Farrand. <br /> The first item on the agenda was to review Bill No. 35-94 which is a Bill amending <br /> section 2-151 which would designate Economic Development target areas. Jenny <br /> Pitts Manier made the presentation. She noted that this would incorporate a new <br /> legal description for Economic Development Target Areas. Councilmember Luecke <br /> noted that the designation would take the legal boundary all the way to Mayflower. <br /> Following further discussion, Councilmember Slavinskas made a motion, seconded <br /> by Councilmember Luecke, that Bill No. 35-94 be recommended favorably to <br /> Council. The motion passed. <br /> The Committee then reviewed Substitute Bill No. 36-94 would appropriate <br /> $639,448.00 from Community Development Block Grant Funds. Mr. Jon Hunt <br /> made the presentation. He noted that the Substitute Bill was needed in order to <br /> change project No. for the Cushing Street Housing Projects. He then described the <br /> seven (7) community development programs listed in the Bill in greater detail. <br /> Following further discussion, Councilmember Slavinskas made a motion, seconded <br /> by Councilmember Luecke, that Substitute Bill No. 36-94 be recommended <br /> favorably to Council. The motion passed. <br /> Mr. Hunt also reviewed the handouts (copy attached) entitled 1994 Reprogramming <br /> Ordinance as a part of the last presentation. <br /> The Committee then reviewed Bill No. 37-94 which would transfer $438,344.00 <br /> among various accounts within the department of Community and Economic <br /> Development. Mr. Hunt reviewed each of the line item details which will be <br /> reduced and also those which would be increased. <br /> Following further discussion, Councilmember Slavinskas made a motion, seconded <br /> by Councilmember Ladewski, that Bill No. 37-94 be recommended favorably to <br /> Council. The motion passed. <br /> The Committee then reviewed Bill 38-94 which would appropriate $37,500.00 <br /> from the Economic Development State Grant Fund for the purposes of funding a <br /> microloan program. Mr.Hunt noted that the maximum loan that would be involved <br /> would be $25,000.00. The appropriation would be used to leverage $37,500.00 <br /> from the City of Mishawaka $25,000.00 from local financial institutions, and <br /> $100,000.00 from the State of Indiana.
