PERMIT BRIEFING MEMO <br />1. Facility Description <br />Steel Warehouse engages in the Hydrochloric acid pickling of hot-rolled steel. The hot-rolled steel <br />is not produced on site and is not conversion coated or painted. <br />2. Discharge Description <br />Discharge at final discharge location consists of process water and equipment washdowns. The <br />boiler/tower blowdown, and domestic wastewater are discharged after the final monitoring point. <br />This permit covers two sources of industrial wastewater discharge: two (2) rinse tanks from the <br />hydrochloric acid pickling process and one (1) from the hydrochloric acid fume scrubber. <br />From July 1, 2021 to June 30, 2022 <br />Average Process Flow: 25,265 gpd <br />Maximum Process Flow: 52,599 gpd <br />Any wastewater not covered under this permit that is discharged by Steel Warehouse must meet <br />the General Prohibitions and the Specific Prohibitions as found in the South Bend Sewer Use <br />Ordinance i.e Chapter 17 of the South Bend Municipal Code. <br />3. Sample Site Description <br />Sample Site Outfall #062 is located inside the pickle plant building near the door located at the <br />center of the north side of the building. The wastewater discharge flows through an open topped <br />tank with a V-notch weir prior to discharge at the final discharge pipe. The flow is measured with <br />and Ultrasonic flow meter. Composite samples are collected inside the discharge pipe, and grab <br />samples are collected after the V notch weir of the opened topped tank. SS 062 is considered to be <br />end-of-process. <br />4. Wastewater Treatment <br />Pretreatment of wastewater consists of pH neutralization and settling. Wastewater is adjusted for <br />pH by adding Sodium Hydroxide in a neutralization tank prior to discharge. The neutralization <br />tank is continuously monitored for pH. When the pH of the wastewater is detected out of range, a <br />monitoring system automatically closes the wastewater discharge valve. Only authorized personnel <br />have the ability to by-pass the automatic system. There are alarms in place to alert personnel of the <br />following events: 1) pH is out of range, 2) The wastewater failed to open, and 3) The wastewater <br />valve failed to close. The neutralization tank doubles as a settling tank and there is an additional <br />settling tank near the main discharge location. <br />5. Classification <br />Steel Warehouse is classified as a Categorical Industrial User (CIU). Specifically, Steel Warehouse <br />performs Hydrochloric Acid pickling of steel which is covered by the Iron and Steel Category 40 <br />CFR 420.95 (b). The City’s Industrial Pretreatment Program states that all Categorical Industrial <br />Users be classified at a minimum as a B. Therefore Steel Warehouse is classified as a B Industry.
