tommitttt Ztport: <br /> Zoning and Annexation Committee <br /> 'go tljt tommott toutttil Of tjt City of Xout *40: <br />• <br /> The December 19, 1994 meeting of the Zoning and Annexation Committee was <br /> called to order by it Chairperson, Council Member Lee Slavinskas at 4:50 P.M. in the <br /> Council informal meeting room. <br /> Persons in attendance included Council Members Luecke, Washington, Kelly, <br /> Puzzello, Slavinskas, Zakrzewski, Coleman, Duda, and Ladewski; Jenny Pitts Miner, <br /> John Bynori, Eugenea Schwartz, Chief Ron Marciniak, Mr. Herman Kruggel, Mr. Greg <br /> Blanford, James, Joe Amaral, Ann Kolota, Paul Bolger, Mrs. Bolger, Mr. Holland, Berry <br /> Mangus,Don Porter, Karen Kmiemic,David DuVall, and Kathleen Cekanski-Farrand. <br /> The first item on the agenda was to review substitute Bill No. 97-94 which is a <br /> rezoning request for the property located at 320 South Michigan. Mr. Bynori noted that the <br /> request is to an"0"office and in light of the upcoming house move that the reclassification <br /> is necessary for the petitioner to continue to use the premise both as a residence and as an <br /> insurance office. Ann Kolata stated that the Redevelopment Department supports the <br /> petition. Mr Masters made the formal presentation on behalf of the petitioner. Following <br /> j discussion, Council Member Washington made a motion, seconded by Council Member <br /> Zakrzewski that substitute Bill No. 97-94 be recommended favorably to Council. The <br /> motion passed. <br /> t F <br /> The Council then reviewed Bill No. 98-94 which is a rezoning request for the <br /> property located at 914 East Jefferson Blvd. <br /> The Council Attorney noted that she had been advised by the City Attorney's office <br /> that she does have a conflict of interest since she is one of the proposed owners of the <br /> building in question. Mr. Bynori noted that "0" office would be appropriate however in <br /> light of the numerous variances required, that the staff is recommended "C-1" zoning <br /> classification as being preferable.Mr Greg Blanford made the presentation. He noted that <br /> there would be 5 attorneys in the building along with 6 to 8 staff persons. He further <br /> introduced Mr. Kruggle the current owner of the building, and noted that Mr. Blanford and <br /> the Council Attorney are proposed purchasers of the building in question. He then showed <br /> a preliminary site plan to the Committee along with a picture of the structure. <br /> Council Member Puzzello noted that this would be within her district and that she is <br /> in favor of the proposed rezoning. Following discussion, Council Member Washington <br /> made a motion, seconded by Council Member Zakrzewski, that Bill No. 98-94 be <br /> recommended favorably to Council. The motion passed. <br /> The Committee then reviewed Bill No. 99-94 which is a rezoning request for the <br /> property located at 114 N. Francis. Mr. Bynori noted that it received a favorable <br /> recommendation from the Area Plan Staff and Commission. Mr. Amaral made the <br /> presentation on behalf of the Michiana Hematology Oncology. He stated that they will <br /> cooperate with the Historic Preservation Commission however they will not pay for any <br /> move of structures. He noted that there are 40 employees and that this would create a safer <br /> parking environment. Mr. Paul Bolger spoke against the rezoning along with Mrs. Bolger <br /> and Mr. Holland. Mr. Karen Kmiemic of Historic,Landmarks Foundation spoke in <br /> opposition to the proposed rezoning along with David DuVall. <br />
