atommittuu Zeport <br /> ZONING AND ANNEXATION COMMITTEE <br /> 1E0 t je QtommOtt Council of OA eitj of 6Otttb �tt� <br /> The March 14, 1994, meeting of the Zoning and Annexation Committee was called <br /> to order by its Chairperson, Councilmember Lee Slavinskas, at 4:23 p.m. in the <br /> Council Informal Meeting room. <br /> Persons in attendance included Councilmembers Luecke, Washington, Kelly, <br /> Puzzello, Slavinskas, Zakrzewski, Coleman, Duda and Ladewski; John Byorni, <br /> Joseph Amaral,Bill Stens, Cleo Mellinger, Suzanne Kohler,members of the news <br /> media, and Kathleen Cekanski-Farrand. <br /> The first item on the agenda was to review Substitute No. 117-93 which would <br /> rezone the property located at 116 North Frances Street. Mr. Byorni noted that the <br /> rezoning is needed inlight of the new site plan. <br /> Mr. Amaral made the presentation. Mr. Amaral noted that this is for Michiana <br /> Oncology. He noted t h at the property in q uestion would be rezoned to allow a new <br /> parking configuration.fi uration. The Bill comes to the Council without a recommendation <br /> g <br /> from the Area Plan Commission. <br /> Council Member Slavinskas noted that the Alley Vacation Petition has been <br /> withdrawn inlight of their reconfiguration of the parking area. <br /> The new plan would include eight (8)parking spaces instead of the original twelve <br /> (12) which were proposed. No variance would be needed for screening. The <br /> parking would be provided for primarily employee parking. <br /> Mr. Bill Stens spoke in opposition. He noted that he owned several rental <br /> properties who use the alley for ingress and egress. <br /> Mr. Ladewski stated that he is familiar with the area and believes that there are <br /> serious parking problems, and believes that the request is reasonable. <br /> In response to a question raised by Council President Puzzello, Mr. Amaral stated <br /> that he would work with Mr. Stens and would follow all developmental <br /> requirements of the City of South Bend so long as they were not cost prohibitive. <br /> Following further discussion, Councilmember Zakrzewski made a motion, <br /> seconded by Councilmember Washington, that Substitute Bill 117-93 be <br /> recommended favorably to Council. The motion passed. <br /> The Committee then reviewed Bill No. 1-94 which would amend the rezoning for <br /> the property located at 3602 South Ironwood Drive. Mr. Byroni noted that it <br /> received a favorable recommendation from both the staff and the Area Plan <br /> Commission. Suzanne Kohler made the presentation.
