An example of the items to be <br />covered at the progress meeting can be seen adjacent to <br />this paragraph. LFA would propose combining progress <br />meetings for both Phase IIA and IIB so that directives <br />can be clearly communicated to both contractors, <br />which will ensure continuity and allow for increased <br />communication between phases. <br />However, communication is not limited to the owner <br />nor to the bi-weekly time frame. LFA has found creating <br />a Log of Resident Concerns serves to not only keep <br />a timeline of issues and concerns but also allows for <br />timely responses, resulting in more satisfied residents <br />and businesses. Finnian Cavanaugh, E.I., City of South <br />Bend’s Project Manager, will be updated regularly as to <br />the status of all construction activities. <br />Also critical is to ensure Change Orders, Pay Applications <br />and any P.O. requests be discussed in advance with <br />the City, INDOT and Contractor so there is a clear <br />understanding of impact to funding and schedule. <br />Proactive Project Inspection <br />We challenge our staff to be problem solvers, to look <br />forward anticipating and identifying potential issues. <br />Individual members of LFA’s construction inspection <br />team can draw upon the collective experience of our <br />entire inspection team should issues arise requiring <br />specialized attention. <br />Our experience allows us to identify issues early, enabling <br />multiple possible solutions to be explored with the most <br />fitting being presented to City staff for consideration and <br />evaluation. This cross-sharing of experience provides <br />a proactive approach to resolving construction issues <br />resulting in savings of both time and expense. <br />Cost Savings And Containment <br />Two Projects — One Team <br />$$As mentioned previously, we see <br />significant cost savings for the City by <br />utilizing one inspection team for both <br />Phases IIA and IIB. Doing so allows for <br />more than the obvious inspection contract cost savings; <br />it also reduces the number of required coordination <br />points for the City and Contractors; which ultimately is <br />a savings in time and reduction in potential <br />communication gaps. <br />As demonstrated in the previous pages of the Letter <br />of Interest this project will rely heavily on previous <br />experience in the areas of bridge rehabilitation, <br />ADA requirements, waterway permitting, contractor <br />coordination, and installation of architectural features. <br />Having experience in these above identified areas <br />through past projects and the recent Phase I Coal Line <br />Trail Project allows LFA to employ the proactive project <br />inspection techniques that have often resulted in cost <br />savings to the client on the constructed project and the <br />inspection budget. <br />An example of this approach resulting in a successful <br />project is the Olive Street & Sample Street Overpass <br />Project that resulted in a savings of $400,000 in <br />construction costs while using just approximately 85% <br />of the construction inspection fee. <br />Finishing Strong <br />As Phase 1 of the Coal Line Trail nears completion, LFA <br />will submit the Final Construction Record within two <br />weeks of the Final Project Walk-Through; far ahead of <br />the 45-day requirement set by INDOT.
