Personnel and Finance Committee <br /> July 27, 1992 <br /> Page 2 <br /> The Council Attorney noted that once the Substitute Bill is passed and the Board of Public <br /> Works approves the Collective Bargaining Agreement, that the Personnel Policies of the <br /> City must be amended to reflect the new work rules. <br /> Following further discussion, Council Member Coleman made a motion, seconded by <br /> Council Member Ladewski, that Substitute Bill No. 55-92 be recommended favorably to <br /> Council. The motion passed. <br /> Council Member Puzzello noted that the next item on the agenda was to review Bill No. 56- <br /> 92 which would fix the annual pay and monetary fringe benefits for the Police Department <br /> for 1993 and 1994. <br /> Kathleen Cekanski-Farrand then presented a Substitute Bill (copy attached). She noted that <br /> the summary of the primary features of the package which was just ratified by the members <br /> of the FOP are set forth in the two page handout immediately prior to the ordinance. She <br /> also noted that as a part of the Working Agreement, that there would be mandatory drug <br /> testing including random drug testing, and that the overall packages both of the Teamsters <br /> and of the FOP met the financial goals established by the City administration. Mr. Horton <br /> then reviewed the insurance package. <br /> Council President Luecke commended the entire City Team. Council Member Ladewski <br /> noted that the circumstances leading up to the work details for the Ethnic Festival and parity <br /> issues with the Fire Department were major issues as a part of the negotiating process. <br /> Tom Bodnar, a member of the City Negotiating Team noted that the package is fair to both <br /> the City and the members of the FOP. <br /> Council Member Coleman noted that the flexibility of both the FOP Team and the City <br /> Team to resolve major issues must have been a positive factor in leading them to a <br /> ratification vote. <br /> Following further discussion, Council Member Coleman made a motion seconded by <br /> Council Member Ladewski that Substitute Bill No. 56-92 be recommended favorably to <br /> Council. The motion passed. <br /> Council Member Puzzello noted that Council Member Zakrzewski was delayed at a Code <br /> Enforcement Hearing and therefore was not present at the meeting. A motion was properly <br /> made and seconded to recess the meeting at 4:35 p.m and reconvene after the completion of <br /> the other Committee meetings.The motion passed. <br /> Council Member Puzzello reconvened the meeting at 5:25 p.m. At that time the session <br /> was held on the upcoming appointments to the Transpo Board. The Council discussed <br /> Margarita Howard and Rhonda Bradshaw. After much discussion Council Ladewski made <br /> a motion seconded by Council Member Coleman that Margarita Howard be reappointed. <br /> The motion passed 3 to 0 with Council Member Zakrzewski abstaining. It should be noted <br /> that Council Member Zakrzewski joined the meeting after it was reconvened. <br />
