l <br /> Qto1.mttttit Zeport <br /> PERSONNEL AND FINANCE COMMITTEE <br /> 10 the Common Qtounti1 of the City of giout1j *n : <br /> The July 27, 1992 meeting of the Personnel and Finance Committee was called to order by <br /> its Chairperson, Council Member Ann Puzzello at 3:50 p.m. in the Council Informal <br /> meeting room. <br /> Persons in attendance included Council Members: Luecke, Coleman, Puzzello, <br /> Washington, Kelly, Slavinskas, Duda, and Ladewski; Kevin Horton, John Byorni, Larry <br /> Magliozzi,Don Porter, and Kathleen Cekanski-Farrand. <br /> Council Member Puzzello noted that the first item on the agenda was to review Bill No. 55- <br /> 92 which would fix the maximum salaries and wages of Teamster employees for 1993, <br /> 1994, and 1995. <br /> Kathleen Cekanski-Farrand then reviewed Substitute Bill No. 55-92 (copy attached). She <br /> noted that the Bill sets forth the tentative agreement reached between the Teamster <br /> Negotiating Team and the City Negotiating Team which was later ratified by the Teamster <br /> Employees. The three (3) year Agreement would have a bonus of$500.00 being paid in <br /> January of 1993 and a$500.00 bonus being paid in June of 1993; in 1994 a three hundred <br /> dollar($300) bonus would be paid in January and a fifteen cent($.15) hourly increase; and <br /> in 1995 a fifteen cent($.15) hourly increase would take effect in January and a fifteen cent <br /> ($.15) base hourly increase would take effect in July. <br /> Kathleen Cekanski-Farrand also noted that the format of the Bill was different in that it <br /> listed all positions or titles of the Teamster Unit alphabetically and also included position <br /> numbers. <br /> Kevin Horton then reviewed briefly the deficit budget situation and the health care <br /> program. He noted that the monthly premium would remain the same rate in 1993 but that <br /> any premium increase in 1994 and 1995 would be shared jointly between the employees <br /> and the City. The flexible benefit plan of$500.00 would remain in effect, that the 80/20 <br /> co-pay would be changed to 70/30, that the maximum out-of-pocket would increase from <br /> $1,200.00 to $1,500.00, and that a PPO with a 90/10 co-pay would be instituted during <br /> the life of the Agreement. <br /> Council President Luecke stated that the bargaining process was a positive experience and <br /> complimented the Controller and the Council Attorney for their leadership during this <br /> process. He also noted that Cathy Hubbard was a definite asset to the City and well <br /> respected by the Teamsters, and that John Leszczynski and Tom Bodnar were very <br /> effective in handling the supplementals. <br /> Council Member Ladewski stated that he enjoyed the experience and that one day eleven <br /> (11)hours were spent in negotiations. He was impressed with the detail from-funeral leave <br /> to shoe allowance being properly addressed as well as major wage issues. <br /> Council Member Puzzello stated that the negotiating teams were very professional and that <br /> she believes that the overall package is fair and meets the needs of both the City and the <br /> Teamsters. <br />
