Committee Report <br /> ZONING AND VACATION COMMITTEE <br /> To the Common Council of the City of South Bend: <br /> The September 27, 1993, meeting of the Zoning and Vacation <br /> Committee was called to order by its' Chairperson, Council <br /> Member Lee Slavinskas, at 5: 15 p.m. in the Council Informal <br /> Meeting Room. <br /> Persons in attendance included Council Members: Luecke, <br /> Washington, Kelly, Puzzello, Slavinskas, Zakrzewski, <br /> Coleman, Duda, Ladewski; John Byorni, Don Porter, T. Brooks <br /> Brademas, and Kathleen Cekanski-Farrand. <br /> Council Member Slavinskas noted that the first item on the <br /> agenda was to review Bill No. 66-93 which is a zoning <br /> ordinance regulating front yard setback requirements for <br /> freestanding signs. <br /> Mr. John Byorni made the presentation. He stated that the <br /> Bill basically incorporates regulations for "C" zoning <br /> areas. He noted that the Area Plan Commission meeting at <br /> its' public hearing on September 21, 1993, made a favorable <br /> recommendation with regard to the proposed Bill. <br /> Following further discussion, Council Member Coleman made a <br /> motion, seconded by Council Member Slavinskas, that Bill No. <br /> 66-93 be recommended favorably to Council. The motion <br /> passed. <br /> The Committee then reviewed Bill No. 70-93 which addresses <br /> floodplain regulations. <br /> Mr. Byorni noted that there is a Substitute Bill. He noted <br /> that this would bring the local regulations in compliance <br /> with the Federal Emergency Management Agency's regulations. <br /> He noted that such regulation must be in place before the <br /> end of October. <br /> He also noted that the Area Plan Commission at its' meeting <br /> of September 21, 1993, made a favorable recommendation to <br /> the Common Council on this Substitute Bill. <br />
