Committee Report ZONING AND VACATION COMMITTEE To the Common Council of the City of South Bend: The September 27, 1993, meeting of the Zoning and Vacation Committee was called to order by its' Chairperson, Council Member Lee Slavinskas, at 5: 15 p.m. in the Council Informal Meeting Room. Persons in attendance included Council Members: Luecke, Washington, Kelly, Puzzello, Slavinskas, Zakrzewski, Coleman, Duda, Ladewski; John Byorni, Don Porter, T. Brooks Brademas, and Kathleen Cekanski-Farrand. Council Member Slavinskas noted that the first item on the agenda was to review Bill No. 66-93 which is a zoning ordinance regulating front yard setback requirements for freestanding signs. Mr. John Byorni made the presentation. He stated that the Bill basically incorporates regulations for "C" zoning areas. He noted that the Area Plan Commission meeting at its' public hearing on September 21, 1993, made a favorable recommendation with regard to the proposed Bill. Following further discussion, Council Member Coleman made a motion, seconded by Council Member Slavinskas, that Bill No. 66-93 be recommended favorably to Council. The motion passed. The Committee then reviewed Bill No. 70-93 which addresses floodplain regulations. Mr. Byorni noted that there is a Substitute Bill. He noted that this would bring the local regulations in compliance with the Federal Emergency Management Agency's regulations. He noted that such regulation must be in place before the end of October. He also noted that the Area Plan Commission at its' meeting of September 21, 1993, made a favorable recommendation to the Common Council on this Substitute Bill.
