Personnel and Finance Committee <br /> The December 1,3 , 1993 meeting of the Personnel and Finance <br /> Committee was called to order by its Chairperson, Council <br /> Member Puzzello, at 5: 00 p.m. in the Council Informal <br /> Meeting room. <br /> Persons in attendance included Council Members: Luecke, <br /> Washington, Kelly, Puzzello, Slavinskas, Zakrzewski, <br /> Coleman, Duda, and Ladewski; William Eagan, Don Porter, <br /> Jeff Rinard, and Kathleen Cekanski-Farrand. <br /> Council Member Puzzello noted that the first item on the <br /> agenda was to review Bill No. 110-93 which would appropriate <br /> $90, 282 . 00 from project releaf. Mr. Jeff Renard made the <br /> presentation. He provided a handout showing the budgeted <br /> activity and projected ending balance for this project. In <br /> response to a question raised by Council Member Slavinskas <br /> it was noted that the bad debt expense was for "NSF" <br /> checks. <br /> Following further discussion, Council Member Zakrewski made <br /> a motion, seconded by Council Member Ladewski, that Bill No. <br /> 110-93 be recommended favorably to Council. The motion <br /> passed. <br /> The next item on the agenda was to review Substitute Bill <br /> No. 113-93 which would transfer various monies from various <br /> accounts and Substitute Bill No. 114-93 which would <br /> appropriate and decrease appropriations within various <br /> accounts. <br /> Mr. Jeff Renard made the presentation on both Bills. He <br /> highlighted portions of the memorandum dated December 13 , <br /> 1993 highlighting both Bills (Copy attached) . He noted that <br /> all managers have done a fantastic job by staying within <br /> budgeted requests. He further noted that there would be an <br /> approximate surplus of $550, 000. 00 at the end of this year. <br /> He noted that the primary increase was police overtime with <br /> $190, 000. 00 being requested. He also noted that there was <br /> miscalculation' in the police pension fund needing an <br /> additional $40, 000. 00. <br /> In response of a question raised by Council Member <br /> Slavinskas, it was noted that the $77 , 000. 00 increase for <br /> Century Center addresses the change that took place in <br /> December for audio visual . <br /> Council Member Slavinskas noted that he typically does not <br /> like such Ordinances, however there has been much less <br /> transferring among various accounts and complimented the <br /> Controller's office in this area as well as the department <br />
