Commttt/a Z.*port <br /> PERSONNEL AND FINANCE COMMITTEE <br /> Zo the common toltItuti of the tttil of gioutb $cttb: <br /> The November 23, 1992 meeting of the Personnel and Finance Committee was called to <br /> order by its Chairperson, Council Member Ann Puzzello at 4:10 p.m. in the Council <br /> Informal Meeting Room. <br /> Persons in attendance included Council Members Luecke, Coleman, Puzzello, <br /> Washington,Kelly, Slavinskas, Zakrzewski, Coleman,Duda and Ladewski; Cleo Hickey, <br /> Jeff Rinard, Kevin Ho rton, Ann Colotta,Fred Holycross,Gros <br /> s Mary <br /> Hall Mueller, Bob Nagle, <br /> Don Porter,Larry Harding,Don Fozo, and Kathleen Cekanski-Farrand. <br /> First item on the agenda was to review <br /> Bill No. 95-92 which would appropriate <br /> $188,000.00 from the Morris Civic Capital Improvement Fund. <br /> Cleo Hickey reviewed the bill. She noted that the architectural film commonly known as <br /> "SMSQ" for the restoration of the Morris Civic Auditorium complex would be <br /> approximately $651,000.00 with this fee being approximately 7.65% of the project cost. <br /> The overall project is expected to be eight and one-half million dollars. She noted that the <br /> contract is in four phases. The$188,000.00 would be a loan repayment to the South Bend <br /> Entertainment Bank. Mr Larry Harding noted that fundraising has begun but that <br /> construction would not begin for over a year. April 1, 1994 is the projected date for such <br /> construction. The stage house would take approximately eight to nine months for <br /> completion. <br /> Mr. Fred Holycross spoke in favor of the appropriation. He noted that both the Morris <br /> Civic and the Palais Royale are rated "0-13". <br /> In response to a question raised by Council Member Slavinskas it was noted that the total <br /> project cost would be eight and one-half million dollars with equipment. Approximately <br /> seven million dollars would be raised by private fund raising. <br /> Council President Luecke noted that he is an employee of South Bend Heritage which <br /> assisted with regard to the fund transfers. He noted that the funds do not include those used to <br /> monies for the building facade renovation. that <br /> monies monies <br /> are not user fees but <br /> buy the construction drawings. It was also noted that these <br /> rather donation monies. <br /> Council Member Puzello noted that Council Member Coleman had to leave earlier in order <br /> to go to a Park Board meeting, but would have spoken in favor of the proposed bill. <br /> Following further discussion Council President Luecke made a motion seconded by <br /> Council Member Ladewski that bill no. 95-92 be recommended favorably to Council. <br /> The Committee then reviewed Bill No. 99-92 which would transfer monies from various <br /> accounts to various accounts and Bill No. 100-92 which would increase and decrease <br /> appropriations within various departments. Mr. Jeff Rinard reviewed both Bills. He noted <br /> that the Bills reflect health and life insurance premiums, approximately $160,000.00 of <br />
