tommtttuu Z port ZONING AND VACATION COMMITTEE to tft Qommott touttsil of tbt it of 'outb tttb: The November 23, 1992 meeting of the Zoning and Vacation Committee was called to order by its Chairperson, Council Member Lee Slavinskas at 3:35 p.m. in the Council Informal Meeting Room. Persons in attendance included Council Members Luecke, Coleman, Puzzello, Kelly Zakrzewski, Duda and Ladewski; Steve Cronin, Steve Rudisell, Richard Morgan, John Byorni, Charles Owen of Cole Associates, Joann Harper, Don Porter, Tom Mc Govern, Tom Lykowski, James B. Millsaps, and Kathleen Cekanski-Farrand. The first item on the agenda was to review substitute Bill No. 81-92 which is a zoning request for the northeast corner of East Jefferson Boulevard and Tuxedo Street. Mr. Byroni noted that the Area Plan staff and the Area Plan Commission sends this Bill to the Council with favorable recommendations. Mr. Richard Morgan, attorney for the Petitioner, noted that the Swanson neighborhood organization is in favor of the proposed rezoning. Mr. Morgan noted that the rezoning would allow the expansion of the office building complex. Mr. Steve Cronin noted that the expansion was necessary for additional physician office space. Following further discussion, Council Member Puzzello made a motion seconded by Council Member Coleman, that Substitute Bill No. 81-92 be recommended favorably to Council. The motion passed. The Committee then reviewed Bill No. 88-92 which is a request to vacate the first north- south alley west of South Magnolia. Mr. Tom Lykowski, the Petitioner, noted that this alley had not been used for several years, that it has become overgrown, and that he has repeatedly removed sofas and waterheaters from the area. He is requesting the Vacation in order to enlarge his company known as Advanced Masonry Construction, Inc. The Board of Public Works recommends the Bill favorably with action being taken at its meeting of November 9th. Council Member Duda spoke in favor. Following further discussion Council Member Coleman made a motion, seconded by Council Member Puzzello, that Bill No. 88-92 be recommended favorably to Council. The motion passed. The Committee then reviewed Bill No. 91-92 which is a request to vacate an alley. Mr. James B. Millsaps, the Deacon of the Church, gave the presentation. Mr. Millsaps noted that the purpose of the Vacation was to provide parking space for the members and guests of Elizabeth Memorial Church of God and Christ located at 1246 Lincoinway West. It was noted that the Bill received a favorable recommendation from the Board of Public Works. Following further discussion Council Member Coleman made a motion seconded by Council Member Puzzello that Bill No. 91-92 be recommend favorably to Council. The motion passed.
