Over time it has <br />transitioned from the physical driver for industry to a developing centerpiece for recreation and <br />entertainment. The river connects many of the City’s parks and trails and is home to the East Race <br />Waterway, the first man-made whitewater rafting course built in North America. <br />South Bend is fully committed to the continued implementation of a Long-term Control Plan to protect <br />the St. Joseph River and achieve compliance with the Clean Water Act consistent with the principles set <br />forth in the Environmental Protection Agency’s Combined Sewer Overflow (CSO) Control Policy.
