REGULAR MEETING April 11, 2022 <br />President McBride asks for comments regarding Resolution No, 222218. <br />Councilmember Karen White honors council for the Childhood Abuse Prevention Resolution. <br />Councilmember Canneth Lee concurs with the resolution. Lee states due to its prevalence, <br />awareness is needed for change in the community. <br />Councilmember Eli Wax supports Child Abuse Resolution and thanks the council for addressing <br />this prominent issue. <br />Councilmember Troy Warner thanks the sponsors and service organizations due to the crucial <br />impact on the community. Invites the council to raise money for the Youth Service Bureau through <br />city activities (YSB Over the Edge in October). <br />Councilmember Lori Hamann states a Roof -Sit for Childhood Abuse Prevention is scheduled for <br />June and Casey Center also has the Chair Auction to support. Hamman states that these <br />organizations need support and financial assistance. <br />Councilmember Davis states a former child abuse case with young child Tremell Sturgis. Davis <br />continues that help was not in a timely fashion and it has affected him. <br />President McBride thanks Davis for the recollection of the Tremell Sturgis incident. President <br />McBride requests for any comments from anyone from the public. <br />Christina McGovern, 53132 Brackton Front Dr. as well as with the Youth Service Bureau and St. <br />Joseph County Childhood Abuse Prevention Program. McGovern thanks the sponsors for the <br />resolution and states her wish for continuing to shine light on child abuse and support families so <br />no child suffers abuse. <br />Clerk Dawn Jones states no one from the virtual public wishing to speak. <br />President McBride requests an acclamation from the council for a motion for Resolution No. 22- <br />18. <br />Councilmember Sheila Niezgodski Motions. <br />Councilmember Wax Seconds. <br />President McBride responds with motion carries. <br />REPORTS FROM CITY OFFICES <br />UPDATE: AMNESTY AND HOUSING — JORDAN GATHERS, DEPUTY CHIEF OF STAFF <br />Jordan Gathers, Deputy Chief of Staff with offices on the 14`h floor. Gathers presents an update on <br />homelessness. CE (coordinated entry) List ensures that people will receive assistance on a timely <br />manner and aids the most vulnerable population. St. Joseph County number of homeless looked <br />as if it was decreasing but do to State errors compounded with pandemic caused for an actual <br />increase. The Mayor's Implementation Group convened from August to December 2020. There <br />were various city leaders and members to implement strategies for homelessness. Department <br />looked to break up group into subcommittees (Health and Sanitation, Weather Amnesty, and <br />Permanent Supportive Housing). The department subcommittees look to address the homelessness <br />in the city partnering with Transpo and shelter accommodations. The department created a <br />homeless coordinator position for the city to address needs through facilitation and efforts. <br />CDBG/ESG CV Funding includes Motels4Now, Emergency Shelters, Weather Amnesty, and Off- <br />site Meals but not re -imbursement of COVID-19 costs. County ARP supported projects include <br />exploration of a low -barrier shelter, behavior crisis center, youth services bureau and the Center <br />for the Homeless. The city is looking to see permanent supportive housing, continuation of <br />Motes4Now partnership, continued exploration of a low -barrier shelter with county, finalize <br />7 <br />
