MEETING MINUTES <br />City of South Bend – Watermain Reconstruction at Grand Trunk RR <br />Crossing at S 30th Street and S Greenlawn Avenue <br />Date: 03/22/2022 <br />Time: 10 am <br />Location: City Offices and Project Sites <br />Participants: City of South Bend: Jacob Klosinski, PE and Sarah Beam, PE <br /> A&Z Engineering: Landon Grogg & Nitin Timble <br />Discussion Points <br />1. Jacob explained that portions of existing 6” cast iron water mains that cross under <br />Grand Trunk Wester Railroad’s (Canadian National Railway subsidiary) at grade <br />crossings at S. 30th Street and S. Greenlawn Avenue have been shut down for over <br />40 years due to breaks in the mains. The City would like to replace these two <br />sections by bypassing them with new 6” segments with a 12” casing pipe between <br />the shut off valves on both sides of the railroad crossings using the jack and bore <br />method. <br />2. The City is going to look into whether additional valves along these segments need <br />to be replaced. <br />3. The City would like to abandon these sections of water main with flowable fill. <br />4. Jacob prefers the use of 22 ½ degree or smaller bends for bypassing these <br />sections of water mains. <br />5. The MOT will consist of road closures and detours. Local access to drives will be <br />maintained. There is a concern about the impact the Greenlawn closure will have <br />on the Potawatomi Zoo visitors during the summer. The Greenlawn water main <br />may have to be replaced first to reduce impact on Zoo. <br />6. The City will provide A&Z with the most current EJCDC long form contract. The <br />budget for these two projects is $300K and that included the design fee. <br />7. The City will provide A&Z with as-builts and GIS data to assist in the design. <br />8. The City plans to bid both projects under one contract during the 3 <br />rd or 4th quarter <br />of 2022 and construction to occur during 2023. This provides sufficient lead time to <br />obtain materials. <br />9. The City is open to the use of private utility locators and ground penetrating radar. <br />Jacob said to include this in the cost for Topographic Survey <br />10. There is a combined sewer that runs down the middle of both Greenlawn Ave and <br />30th St. <br />11. Coordination with Grand Trunk Wester Railroad will be necessary to obtain plan <br />approval, signed agreements, force account estimates and permits. Once the <br />contract is signed by the City and A&Z, a joint effort in coordinating with the railroad
