REGULAR MEETING April 11, 2022 <br /> <br />7 <br /> <br />to serve on the Commissions. At times, the Commissions did not have enough individuals to make <br />a quorum. The interlocal agreement only pertains to employment not housing. We request for the <br />resolution to represent the County of St. Joseph not just the City of South Bend. <br />Aladean De Rose responds that a former active commissioner could not serve due to moving <br />outside the county. <br />Councilmember Henry Davis Jr. inquires on why Mishawaka is not included in the interlocal <br />agreement. <br />Aladean De Rose responds that Mishawaka is not willing to commit to the amendment however <br />the resolution covers the county and will affect Mishawaka. <br />Councilmember Davis states Mishawaka is not helping but has gotten a bill passed in the city <br />without being voters of the city. The residents of Mishawaka were looking for South Bend to <br />support what was not happening in Mishawaka. Davis will support the amendment. <br />Aladean De Rose responds that Mishawaka does participate in many of the Human Rights <br />Commission activities but not in terms of the interlocal agreement. <br />Councilmember Lori Hamann inquires if preference would be given to South Bend residents and <br />what language will be presented in the bill. <br />Aladean De Rose responds the amendment does not permit but allows expansions. The <br />Commission will provide an expanded list for participants to the Mayor and the Council. <br />Councilmember Lee requests any public wishing to speak in favor or opposition to Bill No. 14-22. <br />Clerk Dawn Jones responds that no one from the public is wishing to speak in favor or opposition <br />of Bill No. 14-22. <br />Councilmember Lee confirms public portion is closed. Lee requests comments from the council. <br />Lee entertains motion regarding Bill No. 14-22. <br />Councilmember Hamann moves to send Bill No. 14-22 to the full Council with a favorable <br />recommendation. <br />Councilmembers (inaudible) second the motion. <br />Councilmember Lee responds the bill has been motioned and seconded. Lee requests Clerk Jones <br />roll call. <br />Clerk Jones responds with nine (9) ayes. <br />Councilmember Lee reports Bill No. 14-22 will be sent to the full council with a favorable <br />recommendation.
