WHEREAS, another proposal would be the reinstatement of the ban on assault weapons, <br />like AR -15s, and the ban on high-capacity magazines, similar to the federal ban passed by <br />Congress in 1993 and signed into law in 1994, but which was allowed to expire on September <br />13, 2004; and <br />WHEREAS, if such bans are not reinstated, the minimum age for purchase of such <br />weapons should be raised from 18 years to 21 years; and <br />WHEREAS, mental health issues also play a large part in mass shootings and other gun <br />violence and more focus must be devoted to addressing these issues, including additional funding <br />for more school counselors and other mental health services for students and teachers. <br />NOW, THEREFORE, BE IS RESOLVED, by the Common Council of the City of South <br />Bend, Indiana, as follows: <br />Section I. To anyone not shocked by the sheer numbers, look at the following <br />photographs of the dead from the Uvalde, Texas school shooting that occurred on May 24, 2022. <br />
