(IIumtnittrr Report <br /> ZONING AND VACATION COMMITTEE <br /> i a tie (gammon Qlounrtl of tip Mtn of Efoutll Ruth: <br /> The May 11, 1992 meeting of the Zoning and Vacation Committee was called to order by <br /> its Chairperson Council Member Lee Slavinskas at 3:45 p.m. in the Council Informal <br /> meeting room. <br /> Persons in attendance included Council Members: Luecke, Coleman, Puzzello, <br /> Washington, Kelly, Slavinskas, Zakrzewski, Duda, Ladewski; Jenny Pitts Manier, John <br /> Byorni, Robert Nagle, Sam Mercantini, Mr. and Mrs. Eugene Allen, Dave Schron, Don <br /> Porter, Jack Hafferth, Dave Norris, Adaletta Tantu, members of the news media, and <br /> Kathleen Cekanski-Farrand. <br /> Council Members Slavinskas noted that the first item on the agenda was to review Bill No. <br /> 19-92 which is a Zoning Ordinance for 3445 Lincoln Way West and 3447 Lincoln Way <br /> West Mr. Jack Hafferth gave the presentation. It was noted that this property has been re- <br /> zoned to this classification in the past however, had not been developed. It was noted that <br /> area plan both staff and commission gave favorable recommendations on the proposed Bill. <br /> Following further comment, Council Member Coleman made a motion seconded by <br /> Council Member Puzzello that Substitute Bill No. 19-92 be recommended favorably to <br /> Council. The motion passed. <br /> The Committee then reviewed Bill No. 22-92 which is an annexation ordinance. Mr. Dave <br /> Norris, made the presentation. Mr. Norris noted that the City of South Bend needs the <br /> proposed annexed property for future development of the City. Jenny Pitts Manier gave <br /> supporting comments to the proposed annexation. <br /> Mr.Dave Schron spoke in opposition focusing on drainage problems. <br /> Mr. and Mrs. Eugene Allen of 17023 Hepler also spoke against the annexation. They <br /> noted that seven acres of their property would be included within the annexation. These <br /> seven acres were purchased by them in 1966. <br /> Council Member Coleman spoke in favor of the proposed annexation. <br /> Following further discussion, Council Member Coleman made a motion seconded by <br /> Council Member Washington that Bill No. 22-92 be recommended favorably to council. <br /> The motion passed. <br /> Council Member Slavinskas noted that Bill No. 26-92 which is a vacation in the fourth <br /> district has been requested to be continued to the next Council meeting by the petitioner. <br /> The Committee then reviewed Resolution No. 92-37 which would approve a petition of the <br /> South Bend Board of Zoning appeals on a special exception for a combined use on the <br /> commercial property located at 1341 Dunham. Adaletta Tantu gave the presentation. <br /> Mr. Robert Nagle stated that on April 16, 1992 the BCA recommended this request <br /> favorably. Council Member Zakrezewski, the district Council Member also spoke in favor <br /> of the proposed project. <br />
