Q n nmtt#rr &port <br /> ZONING AND VACATION COMMITTEE <br /> Jo the atommnn Moonlit of the OMR of Onu#h <br /> The May 20, 1991 Meeting of the Zoning and Vacation <br /> Committee was called to order by its Chairperson, Council <br /> Member Lee Slavinskas, at 4:00 p.m. in the Council Informal <br /> Meeting Room. <br /> Persons in attendance included Council Members Slavinskas, <br /> Ladewski, Niezgodski, Coleman, Puzzello, Duda, Zakrzewski, <br /> Soderberg, and Luecke; Jack Hofferth, John Byroni, Bernard <br /> Feeney, Pat Brown, Sergeant Jim Moon, Don Porter, and <br /> Kathleen Cekanski-Farrand. <br /> Council Member Slavinskas noted that under Special Business <br /> at this evening's meeting, we would be hearing two <br /> Resolutions which request approving Petitions of the South <br /> Bend Board of Zoning Appeals for use of the 4-H Fairgrounds. <br /> Resolution No. 91-36 is on behalf of the South Bend Shrine <br /> Circus, and Resolution No. 91-37 is on behalf of Sunrise <br /> Promotions, Inc. for their annual antique show. Council <br /> Member Slavinskas noted that he has received no remonstrance <br /> with regard to either of these use variances. <br /> The Committee then reviewed Amended Bill No. 16-91 which is <br /> a zoning request for the property located at 3425 Lincoln <br /> Way West and 3427 Lincoln Way West. <br /> Mr. Jack Hofferth, the representative on behalf of the <br /> Petitioner, noted that this is an amended Bill which <br /> includes only the frontage on Lincoln Way West. It <br /> incorporates approximately 1.4 acres. The back 115 feet to <br /> the north would remain as "A- Residential" . Mr. Hofferth <br /> noted that Arby's does not currently own their current <br /> location, and that a new Arby's would be constructed similar <br /> in style to the one located in Mishawaka. <br /> Council Member Niezgodski noted that this was in his <br /> District. He stated that he has received several complaints <br /> from neighbors with regard to litter and dumping. He <br /> suggested that No Trespassing signs be posted to address <br /> this problem. Mr. Hofferth stated that environmental study <br /> showed that the property was being used as a neighborhood <br /> compost area. <br /> Mr. John Byroni of the Area Plan Staff stated that initially <br /> they had concern with regard to a commercial use going to <br /> Elwood. With the amended Ordinance, the Area Plan Staff as <br /> well as the Commission was in favor of the proposed <br /> rezoning. He also noted that there would be no exit or <br /> entrance on the Elwood. <br />
