The motion passed. <br /> Council Member Slavinskas noted that the second item on the <br /> agenda was to review Bill No. 6-91 which is a zoning request <br /> for the property located west of Portage Avenue and directly <br /> south of Cleveland Road and the Indiana Toll Road. <br /> Mr. Mark Dobson represented the Petitioner. He showed a <br /> preliminary site development plan to the Committee. He noted <br /> that basically, this is three (3) projects. The first <br /> involves a new convenience store, car wash, and gasoline <br /> pumps, which would meet all E.P.A. requirements. The second <br /> project would be a service center for the current building <br /> area which would be upgraded and again meet all E.P.A. <br /> requirements. The third project would be storage barns or <br /> mini storage warehouses for residential use only. He noted <br /> that there would be a total of 280 storage warehouses, and <br /> that a buffer would be placed between Indian Springs <br /> Apartments and the project. The buffer would include a green <br /> strip area. He noted that there was remonstrance at the Area <br /> Plan Commission meeting of February 19, 1991. He stated that <br /> he believes that the proposed use is less intense than a "C" <br /> Commercial development, since maximum ingress/egress to the <br /> storage warehouses would be 280 in a given day. <br /> Mr. John Byorni noted that the Area Plan staff recommended <br /> favorably on the "C" Commercial request, and recommended <br /> unfavorably on the "D" Light Industrial request. He further <br /> noted that at the Area Plan meeting of February 19th, that <br /> the proposed Bill received a favorable recommendation <br /> subject to a final site development plan and a written <br /> covenant restricting the light industrial zoning use to <br /> mini-warehouses only. <br /> Council Member Luecke noted that he had discussed the <br /> written covenant language with the Petitioner as well as <br /> with the Council Attorney. He noted that he would be <br /> offering an amendment to the Bill this evening, to <br /> incorporate specific language addressing the written <br /> covenant requirement. <br /> Council Member Slavinskas stated that he would be in favor <br /> of the rezoning if the covenant is a condition. <br /> Council Member Ladewski questioned the type of construction <br /> involved. It was noted that stick or masonry is proposed. <br /> Council Member Coleman questioned the type of fencing, and <br />
