Version 6-8-2017 <br />A-1 <br />APPENDIX "A" <br />SERVICES TO BE FURNISHED BY CONSULTANT: <br />In fulfillment of this Contract, the CONSULTANT shall comply with the requirements of the appropriate <br />regulations and requirements of the Indiana Department of Transportation and Federal Highway Administration. <br />The CONSULTANT shall be responsible for performing the following activities: <br />GENERAL <br />The intent of this project is to create safe walking routes to school in the Our Lady of Hungary neighborhood of <br />South Bend, Indiana. The NEIGHBORHOOD is generally bounded by Indiana Avenue to the north, Ewing <br />Avenue to the South, Olive Avenue to the west, and Franklin Street to the east. Improvements will focus on major <br />walking routes to and from local schools. <br />All work performed by the CONSULTANT under this contract shall be in accordance with the current editions of <br />the following: <br />The American Association of State Highway and Transportation Officials (AASHTO) “A Policy on <br />Geometric Design of Highways and Streets. <br />The Indiana Department of Transportation (INDOT) Standard Specifications, Roadway Memoranda, LPA <br />Project Development Guidance Document, and Design Manual including supplemental specifications and <br />special provisions. <br />The Indiana Manual of Uniform Traffic Control Devices (IN-MUTCD). <br />Public Rights-of-Way Accessibility Guidelines (PROWAG). <br />City of South Bend technical references/requirements. These will not supersede the above reference <br />documents. <br />FIELD ASSESSMENT AND PRELMINARY ENGINEERING REPORT <br />CONSULTANT will attend one virtual project kickoff meeting with LPA prior to initiating the field assessment <br />and Preliminary Engineering Report (PER) work. CONSULTANT will prepare and issue minutes of meeting and <br />will distribute within one week of meeting. <br />1. CONSULTANT will attend one stakeholder meeting with the LPA and LPA identified stakeholders. <br />These may include Our Lady of Hungary representatives and city officials. <br />a. The purpose of this meeting will be to identify major walking routes to and from local schools, <br />local areas of pedestrian safety and accessibility concern, and desired pedestrian improvements. <br />b. CONSULTANT will provide necessary materials for the stakeholder meeting and will <br />summarize findings and distribute within one week of meeting. <br />2. CONSULTANT will perform a field assessment of the major walking routes identified at the stakeholder <br />meeting. This work will include the following: <br />a. Download and process data provided by LPA. This may include the following: <br />i. Sidewalk, curb ramp, and/or Americans with Disabilities Act (ADA) inventory. <br />ii. GIS files <br />b. Perform a field assessment to collect data about existing conditions and pedestrian-related <br />deficiencies. ADA compliance will be verified with tape measure and digital level as needed. <br />The following items may be investigated: <br />i. Curb ramp condition and ADA compliance at public road intersections with existing <br />stop or yield control, and commercial driveways and alleys within public right-of-way <br />that act as a through street. <br />ii. Crosswalk pavement and pavement marking condition. <br />iii. Pedestrian signal infrastructure.
