21 <br />accordance with Chapter 14 of the Indiana Design Manual. Upon approval of the Final Tracings <br />submittal by INDOT and the OWNER, the CONSULTANT shall prepare the Final Package <br />Submission and transmit the Final Package to INDOT. The Final Package Submission will <br />include: <br />1.The Project Environmental Approval, <br />2.Final Tracings along with the Final Tracings Approval Letter, <br />3.Design Documentation Report, <br />4.Contract Specifications and Special Provisions, <br />5.Cost Estimate, <br />6.Right-of-Way Certification, <br />7.Permits required for the project, <br />8.Consultant Selection Certification, and <br />9.LPA Contract Preparation Document. <br />I.For purposes of this contract and for the basis of compensation it is anticipated that there will be <br />one (1) prime construction contract for the project. Any deviation from the number will require a <br />change in compensation. <br />J.The CONSULTANT shall attend such conferences and meetings with the OWNER and other <br />interested agencies, as may be required, in connection with this work, and to make his services <br />available to the OWNER during the construction of the work for the interpretation of the plans <br />where disagreement may arise and for consultation during construction in the event unforeseen or <br />unusual conditions arise. <br />K.The CONSULTANT shall, as needed, make arrangements for and attend meetings in cooperation <br />with the OWNER, local officials, planning agencies or commissions, and civic organizations for <br />appropriate project coordination with local stakeholders and the community. The <br />CONSULTANT will prepare meeting minutes and letter responses to questions as needed. <br />L.The CONSULTANT shall attend up to four (2) public information meetings for the project. <br />M.The CONSULTANT shall perform utility coordination which shall include the following: <br />1.Make preliminary contacts with utilities, both public and private, to establish the location <br />of the utilities within the field survey limits, as will affect or be affected by this design <br />and construction. <br />2.Submit Preliminary Field Check Plans to utilities and hold a utility coordination meeting <br />in conjunction with the Preliminary Field Check to discuss possible conflicts. <br />3.Submit Final Plans to Utilities at the same time plans are submitted to the OWNER and <br />request a Utility Relocation Plan from each utility. <br />4.Review Utility Relocation Plans for possible conflicts with the proposed improvements. <br />After the relocation plan is approved, the CONSULTANT will submit a draft copy of a <br />“notice to proceed” letter with the proposed relocation plan to the OWNER to issue to the <br />utility companies. <br />N.The CONSULTANT shall provide Bid phase services. Bid phase services shall include: <br />1.Answer questions from the INDOT LaPorte District to interpret, clarify or expand the <br />Bidding Documents that are not directly related to an error or omission from the <br />CONSULTANT. <br />2.Attend a pre-bid meeting. <br />O.Following approval of the tracings and the bidding process administered by the OWNER, the <br />CONSULTANT will be responsible for attending the Pre-Construction Meeting. <br />P.The CONSULTANT agrees to participate in the MACOG Quarterly Tracking and Review <br />meetings, providing timely and accurate federal aid project updates including the following <br />reports: Financial Plans, QTR Reports and Milestone Reports all to be submitted on or before the <br />due dates for such submittals posted on the MACOG website. <br />Q.Construction Phase Office Services including contractor questions, shop drawings review, and <br />Utility Coordination shall be covered under this contract. <br />R.The CONSULTANT shall provide LPA with documentation necessary for submission of <br />vouchers to INDOT for reimbursement of services.
